Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted a case management inspection of the facility for the purpose of increasing capacity the capacity by adding two preschool rooms to the existing Infant/Toddler Program. LPA met with assistant director, Nancy Echeverria and director, Stephanie Strand who gave a tour of the facility to LPA. Currently the facility is licensed for 32 infants and toddles ages 6 weeks to 24 months in Infant Room # 1, Infant Room # 2, Toddler # 1, and Toddler # 2. LPA observed a total of 7 staff with 23 children in these rooms.
A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
The facility has requested to provide care and supervision to 48 infants and toddlers ages 6 weeks to 24 months old in 6 rooms (Infant # 1, Infant # 2, Toddler # 1, Toddler # 2, Toddler # 3, and Toddler # 4 , Monday to Friday from 6:30 am to 6:00 pm. Children are dropped off, signed in and out electronically at the entrance of the building leading to rooms. The facility has met all the posting requirements. All the classrooms were measured.
The indoor activity space measurement for the current requested capacity is as follows:
Infant Room # 1 is: 325.63 square feet. (After deducting 146.24 square feet for napping area)
Infant Room # 2 is: 341.22 square feet. (After deducting 154.96 square feet for napping area)
Toddler Room # 1 is: 483.04 square feet
Toddler Room # 2 is: 421.00 square feet
Toddler Room # 3 is: 480.80 square feet
Toddler Room # 4 is: 581.06 square feet
Total indoor activity space is: 2632.76 square feet divided by 35 square feet = 75.22 (75 children).

Total toilets: 4 x 15 = 60 children
Total sinks: 18 X 15 = 270 children
There are sinks in each classrooms. All the classrooms have diaper changing tables with attached sinks and raised sides at least 3 inches. The director and assistant director stated there are additional staff in the rooms to supervise children while the other staff is changing diapers. LPA discussed the procedures of diaper changing with director and assistant director. The procedure for diaper changing were posted. They were reminded never leave the child unattended on the changing table.

Total outdoor activity space measurement is as follows:
Outdoor space for the infant/toddler playground is: 2632.76 square feet divided by 75 = 96.11
( 96 children).
The facility is equipped with carbon monoxide detector. All the classrooms have age appropriate toys and equipment.

· Always place infants on their backs for sleeping
· Use only a tight-fitting sheet on the crib or play yard mattress
· Do not hang any items from the crib or above the crib
· Keep all items, including blankets, out of the crib or play yard
· Pacifiers may be used as long as they do not have items attached to them
· Infants should not be swaddled or have any items covering them while sleeping
· The temperature of the room should be comfortable enough for an adult to wear a T-shirt and not be too hot or too cold.

The safe sleep regulations and logging every 15 minutes check on infants and toddlers under 24 months old was reviewed. A sample of the log was given. LPA also discussed the items not allowed in the childcare facilities for infants and toddlers. A flyer of the banned items was given to director.

Orange county Fire authority has approved the facility for maximum of 48 infants and toddlers ages 6 weeks to 24 months old in 6 rooms.



Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the director, Stephanie Strand.

Based on today’s indoor and outdoor measurements, the sinks and toilets availability, the request of the facility for increasing the capacity for 48 infants and toddlers ages 6 weeks to 24 months old in six rooms will be final reviewed and discussed with management in the Regional Office. The facility will be notified if any additional information is required.
