25 | Licensing Program Analyst (LPA) Tran and LPA Sun conducted a case management inspection to follow up on a self-report unusual incident that was submitted to CCL Regional Licensing Office on 11/07/2023. It was reported by Staff #1 (S1) that Staff #2 (S2) informed S1 about inappropriate interactions between Staff #3 (S3) with the children in care. The alleged incidents were listed as followed: (1) S3 threatened to take child outside and hose child down, (2) S3 made children stand by the the sink from 12:00pm-12:40pm, because child could not press the soap dispenser, (3) S3 called the children "wild animals", (4) S3 told Child #1 (C1) on 10/13/23, that something is wrong with C1's brain, (5) On 10/24/23, S3 told a Child #2 (C2) that if C2 learns to behave, maybe teachers would want to keep C2. At 9:30am, Program Supervisor Michelle Miller arrived at the facility and met with the LPAs. LPAs informed the Program Supervisor the purpose of the visit.
During today's inspection a tour of the facility was conducted. There were 14 children in the playground and 3 staff members. The group of children transitioned into the Preschool classroom at 9:40am.
A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances.
During today's inspection, staff members and children were interviewed. LPA requested facility staffing schedule during the month of September 2023 - present from Program Supervisor Due to insufficient information available at this time and further interviews needed, the above alleged incidents need further investigation.
Exit interview was conducted. The Notice of Site Visit was posted. Program Supervisor was advised the Notice of Site Visit must be posted for 30 days or 100$ Civil Penalty will be assessed.
