Licensing Program Analyst (LPAs) Odom and Valdez Santana conducted a case management due to licensee’s request to change the facility’s status from inactive to active. According to licensing records, licensee has been on inactive status since October 1,2021. LPAs met with Silvia Ortiz De Castillo, licensee, who guided analysts on a tour of the facility. There were no daycare children present. During today’s inspection licensee’s spouse was present. A review of criminal record clearances indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The facility is a two story home with four bedrooms, three bathrooms, living room, dining room, kitchen, breakfast nook and backyard that is fenced. The applicant has designated the living room, dining room, breakfast nook, one bathroom, and one bedroom on the first floor as part of her day-care. The fenced backyard will be utilized for outdoor activity. Licensee has designated three bedrooms, two bathrooms, kitchen, garage as the off-limit areas. Licensee has baby gates, and baby doorknobs to make the off-limit rooms inaccessible to children in care. The licensee acknowledged the children may never enter the off-limit areas. The licensee has a land line phone that is used for childcare. Licensee was informed and understands the home is to be free from smoking during hours of operation.

The facility does not have a fireplace. Cleaning solutions/chemicals are located in the kitchen, in a closed cabinet out of reach of daycare children. Sharp knives are located in high cabinets, above the high countertop. Poisons/Hazardous items are stored inaccessible to children in care. The toys are age appropriate and in good condition for the potential ages served. Baby walkers, bouncers, jumpers, and similar items will not be used for children in care. There are no weapons or firearms on the premises.

When firearms are present, they must be locked and stored separately from the ammunition. During today's inspection, the smoke detector and carbon monoxide were operable, and the fire extinguisher was charged.

EMSA approved Pediatric CPR & Pediatric First Aid are current for the applicant and expires on 01/08/2024. Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a family childcare home if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis, measles for licensee were reviewed and within compliance. Beginning March 31, 2018, Health and Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years, per A.B. 1207. The licensee’s Mandated Reporter training was completed on 9/9/2021.

CCLD website www.cdss.ca.gov/inforesources/community-care-licensing was provided to licensee to access regulations, updates, and licensing forms. Licensee was advised to register through childcareadvocatesprogram@dss.ca.gov in order to receive quarterly updates. Licensee was advised of their responsibility to review the Provider Information Notices (PIN) found on the CCLD website. A copy of the California Department of Social Services Lead Information Brochure was explained and provided to the licensee.



LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Updated face covering guidance was provided and licensee was to continue to message the “Three W’s”: Wash your hands. Watch your physical distance. Wear a mask. This face covering guidance is for all individuals 2 years and older, except for the exceptions (child’s development, medical exemptions, etc.) that are outlined by CDPH.

The facility was in compliance for a LARGE Family Child Care Home with Title 22 Regulations at the time of inspection. A license will be issued after final review, in the event additional requirements are needed, the applicant will be notified.

Exit interview conducted and report was reviewed with the licensee Silvia Ortiz De Castillo in Spanish. A notice of site visit was given and must remain posted for 30 days.
