32 | During the course of investigation, LPA interviewed 2 staff members and 4 parents. Children were not interviewed due to being nonverbal. LPA inspected the kitchen, pantry, and refrigerator. LPA did not observe any food that was unsanitary or observe food to be served in an unsanitary manner.
During staff interviews staff 1 (S1) denied ever locking the daycare children out of the facility. S1 stated S1 would never do that. S1 said that when it is too hot they do not even let the children play outside, they will just play indoors. S1 and staff 2 (S2) denied the children get served unsanitary food and do not ever serve the children from their hands. LPA asked S1 how often they change children’s diapers, S1 stated S1 can change a child’s diaper up to 5 times a day or even more as needed. LPA inspected the diapering area and observed a changing table, diapers, wipes, gloves and hand sanitizer. LPA did not observe any children that were not getting their diapering needs met. S1 also denied that the facility has ever had a strong malodorous scent. Upon arrival and during the duration of LPA’s visit, LPA did observe any malodorous scents in the facility.
LPA Valdez Santana contacted 5 parents for an interview and was able to interview 4. 4 out of 4 parents interviewed did not disclose any concerns about the facility staff who provide care for the children.
Based on LPA’s observation, interviews conducted, and records review, there is insufficient information to corroborate the allegations of Licensee locks day care children out of the home, Licensee is not providing day care children sanitary food, Licensee does not meet day care child's diapering needs and Facility is malodorous. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur; therefore, the allegations are unsubstantiated.
Exit interview was conducted. The Notice of Site Visit was posted. Appeal Rights was explained. A copy of appeal rights (LIC 9058 1/16) was provided and their signatures on this form acknowledges receipt of these rights. First level appeal is to Regional Manager, address is above on the report.
