25 | An Informal Office Meeting was conducted on this day in the Orange Regional Office. Present during the meeting were Regional Manager (RM) Bertha Manzanares, Licensing Program Analyst (LPA) Gesine Connolly and licensee Mingqiong Zhang. This informal meeting was held with the assist of Language Link, interpreter 12475, as licensee Mingqiong Zhang’s primary language is Mandarin.
The purpose of the Informal meeting was to discuss the history of the licensed day care taking into account the deficiencies that have been cited. The RM reviewed the facility roster with licensee. Licensee stated that 8 children are currently enrolled for care and of this eight 4 are infants. The children's attendance was discussed and reviewed. Licensee states she has a contract with the parents specifying the time and date when children will be in care. Licensee also stated she has an assistant confirming that when operating as a licensed large family child care home the assistant is present.
The RM reviewed that in May 2017 a Non-Compliance Conference was held at which time the following was addressed: personal rights in that two infants were slept side by side in the same crib, criminal record clearances, physical plant in that the gate at the bottom of the staircase was not latched, roster, conduct inimical in that the licensee needs to be honest with the Department at all times and staffing and ratio as licensee was by herself was caring for 8 children 4 of whom infants.
The RM discussed that at this May 2017 non compliance conference the previous regional manager discussed the seriousness of the deficiencies and the importance of remaining in compliance.
