An Informal Office Meeting was conducted on this day in the Orange Regional Office. Present during the meeting were Licensing Program Manager (LPM) Rina Lopez, Licensing Program Manager (LPM) Patricia Magana, Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek, and Licensing Program Analyst (LPA) Alana Gontarek. Also present in this meeting were, Licensee, Tatiana Miranovich facility # 304313906 located at 45 Langford Ln, Ladera Ranch, CA 92694, Licensee, Alevtina Lopatin facility # 304313282 located at 14 Japonica, Irvine, CA 92618, and Alexey Lopatin. The office contacted the Translation Agency over the phone for interpretation the meeting for the above attendees whose native language were not English.
The purpose of this informal meeting is to discuss the licensee's most recent inspections and the request of licensee, Simon Lopatin to add Alexey Lopatin as co licensee temporarily while the Licensee, Simon Lopatin is not present due to unforeseen circumstances.
On 2/17/2022 Department received a complaint alleged licensee, Simon Lopatin is not present in the day-care facility. Based on the interviews with staff working at the facility, parents, and the Licensee's admission being out of United States, the complaint allegation was substantiated. The Licensee was issued the citation under Section 102417(a) under Operation of a Family Child Care Home on 2/25/2022.
The licensee shall be present in the home and shall ensure children in care are supervised at all times. When circumstances require the licensee to be temporarily absent from the home, the licensee shall arrange for a substitute adult to care for and supervise the children during his/her absence. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day.
According to the Licensee, Simon Lopatin, he is still out of United States. Simon has requested the Department to add Alexey Lopatin to the license as a co-licensee temporarily until he returns to United States.
