A virtual Informal Meeting was conducted on this day via Zoom. Present during the meeting were Regional Manager (RM) Bertha Manzanares, Licensing Program Manager (LPM) Thuy Ho, Licensing Program Analyst (LPA) Nguyen Tran and director Samantha Madrigal, Owner Tige Licato and Owner, Christy Licato.

The purpose of this informal meeting was to discuss the facility’s most recent inspections and the deficiencies that have been cited.

On 9/23/2021, LPA Nelson observed the children ages 2 years old and older in the Eagles classroom were not wearing facial masks. Director, Samantha Madrigal informed Analyst the children all have health issues and were not able to wear mask; however, no medical documentation was presented to the Analyst. Additionally, in facility website, https://www.amerimontpreschool.com/ indicates “Children are not required to wear face masks but may do so if you would like.” Analyst, Nelson cited the facility for Personal Rights due to two years old and three years old in the Eagles classroom were not wearing facial mask. During today meeting, Owner Tige Licato explained that it was an oversight on facility's end, for not updating the information regarding facial covering for children. The information currently on the website was there before the mandated regulation was sent out. Facility will update the website information about the facial covering requirements for children. Also, Director Samantha Madrigal clarified that she did not respond to LPA Nelson when she was cited, due to not knowing how to comment to the citation, due to the information that was provided to the Director from the Orange County Health Department.

On 05/01/2020 Analyst, Leonor Barajas had a telephone conversation with the Director and resources to mitigate the spread of COVID 19 was provided.

Community Care Licensing’s (CCL) primary responsibilities are to ensure the health and safety of children in care and support the growth of childcare capacity needed in our local communities. CCL relies on consultation, technical assistance, and accessing resources for licensees to achieve both primary responsibilities. CCLs always prefer to deliver training and technical assistance over citations or escalated enforcement.


CCL works cooperatively with other government entities, such as the California Department of Public Health (CDPH), local public health departments, other county departments, the Administration of Children and Families, and other health experts, to best mitigate the spread of infection during health emergencies such as COVID-19. Some of the actions taken over the past year include:

1. At the start of the pandemic in March of 2020, CCL initiated a Rapid Assistance Support Team (RAST) who called every licensed facility to provide COVID guidance and information.
2. CCL continues to publish Provider Information Notices (PINs) providing the latest COVID guidance and resources, the CCL website https://www.cdss.ca.gov/inforesources/community-care-licensing includes frequently asked questions and links to resources from the Centers for Disease Control and Prevention and CDPH.
3. CCL includes a Centralized Complaint and Information Bureau (CCIB) to assist our field offices with taking calls from our providers and the public, and each field office has a Licensing Program Analyst assigned daily to take calls from providers and the public to answer general questions and provide COVID guidance.
4. CCL launched a face covering campaign on social media and shared the campaign with stakeholders to increase the outreach to providers.
5. In September of 2021, CCL hosted five provider webinars, all of which included representatives from the California Department of Public Health (CDPH). The CDPH representative responded to real time questions from providers on COVID safety measure.

The following are Provider Information Notices (PINS) and Child Care Industry Guidance provided by the Department. Today the PINS and Childcare Industry Guidance will be provided to mitigate the spread of Coronavirus Disease 2019 (COVID-19).

6. PIN 21-18-CCP issued on June 29, 2021 Updated Coronavirus 2019 (COVID 19) Industry Guidance for Child Care Settings. Face coverings is required by the California Department of Public Health (CDPH) and Division Occupational Safety & Health (Cal/OSHA) in childcare indoor setting regardless of vaccination status.

7. PIN 21-08-CCLD issued on May 28, 2021 Oversight role and resumption of On-site Inspections. Licensees were reminded to follow COVID-19 requirements and guidance in all application Provider Information Notices (PINS) and all County Information Notices (ACINS), in addition to guidance or instructions from health care providers, Centers for Disease Control and Prevention (CDC), California Department of Public Health (CDPH), Department of Development Services (DDS) California Department of Industrial Relations Division of Occupational Safety & Health (CAL/OSHA). If there is a differing requirement between the most current CDC, CDPH, CDSS, DDS, CAL/OSHA, and local health department guidance or health orders, Licensees should follow the strictest requirement.

As we progress through the pandemic, we are charged to continue to implement our mission, and will continue to provide this assistance.
