The Department received a complaint on 12/04/2020 alleging staff do not provide adequate supervision to children in care, and staff do not treat children in care with dignity. The complainant indicated staff do not provide supervision while out on the playground, and staff sit in a circle chatting while children are playing. Staff yell at the children in the classroom, the yelling could be heard in the hallway.
During the investigation LPA Odom interviewed complaining party, 3 staff members, and 9 parents. LPA reviewed the Children’s Roster and personnel records. Children were not interviewed due to the age group (0 month to 24 months) all the children are nonverbal and could not be qualified to interview.
During an interview on 12/10/20 and 2/11/21, the Director (S3) stated staff are trained on supervision when first hired. Staff are trained on center supervision policies, including, how to maintain 1:4 ratio, how to supervise children indoors and outdoors, how to walk around by following children, and how to assist with daily activities. Director stated Staff are trained to use the redirect method by talking to child, talking to parents and positive reinforcement. Director stated, if a child has a tantrum staff will try to calm the child by picking them up and soothing child, staff do not yell at children.
LPA Odom interviewed two staff members on 2/10/21. Staff #1 (S1) stated, the childcare center has supervision policies they are posted in the classroom. S1 stated, when supervising children indoors and outdoors we always maintain eyes on the children, interact with the children and walk around. S1 stated, I do not yell at the children, but I do use my loud voice when outside for “Line-up” and Clean up time”. Staff #2 (S2) stated, childcare center has supervision policies, and staff have been trained on ratio. Most of the staff have another teacher or aid indoors and outdoors, and staff should call the front office for assistance. S2 stated, when a child has a tantrum staff will stand by and try to calm child down by talking to child, but staff do not yell at children.
