The Toddler room does not have a thermostat. The director stated these two rooms share the same thermostat which is in the infant room. The director stated the heating system is running fine now and it is supposed to be turned on automatically at 5:30 am. The heating system did not work on few days for the past few weeks early in the morning before 8:30 am. LPA interviewed total of 9 staff who have worked in the infant/toddler program lately before 9:00 am. The staff stated the infant room and toddler room have been cold for few days on and off for the past few weeks before 9:00 am. The director was aware of the problem. The professionals were called for the issue. They came and fixed the problem. The heating system was fine for few days and then it was back to cold again. Finally the professionals stated they found the problem and fixed the heating system. Staff stated the heating system is fine as of Monday February 10, 2020. One staff stated it was warmer outside than the infant and toddler room on some days in the past few weeks. One staff stated she looked at the thermostat at 8:30 am last week and saw it registered 55 F. Another staff stated one of the days last week, she looked at the thermostat in the baby room and it registered 63 F at 7:30 am. The rest of the staff confirmed the rooms were very cold before 9:00 am but they did not look at the thermostat to see what degrees it registered. Few staff stated few parents brought it up to their attention that the rooms were very cold. Two parents were talked to at drop off time. They stated the room was very cold on few days for the past few weeks and it seems to be fixed now.
Based on LPA's interviews which were conducted with nine staff today, and two parents, the preponderance of evidence standard has been met, therefore the allegation of "baby room thermostat registers 57 degrees with infants in care" was found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division & Chapter 12, section 101239(1)(a) Fixture, Furniture, Equipment, and supplies was cited on LIC 9099D next page.
Notice of Site Visit was posted. The notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. The licensee was provided a copy of their appeal right (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights. First level appeal is to Regional Manager; address is above on the report.
Exit interview was conducted.
An updated pamphlet regarding safe sleep regulations in childcare and a pamphlet for lead poisoning facts were given to the director on the last inspection date.
