Licensing Program Analyst (LPA) Desai, Ketki conducted an unannounced Case Management Licensee initiated inspection for adding the Toddler option to the Preschool license. Facility is under the Rancho Santiago Community College district.

Facility is currently licensed for 75 preschool children ages (2-5 years) in three classrooms (Room # 2 & 3) on the lower level and room # 1 on the upper level.

Facility is now seeking to add Toddler option with a capacity of 25 children ages (18 months to 36 months), in Room # 1 on the upper level, while changing the Preschool capacity to 50 children by removing room # 1 and continue to use Room # 2 and 3 on the lower level.

LPA met with Facility Administrator Ms. Gonzalez, Zeferina who gave a tour of the facility including the new toddler room.

All areas identified on the Facility Sketch were inspected. Furniture and equipment were inspected for age appropriateness and good repair in the new toddler room. Toddlers shall nap on cots and the linens are provided by the facility and washed in the laundry room on the premises.



The toddler room has a changing table and a sink within the arm’s length and there are two toilets with three sinks inside the room. Toileting training seats are available for the needed toilet training.

Facility is a full day program operating from Monday to Friday : 7:00 am to 6:00 pm.

Facility offers Breakfast/ Lunch along with PM snacks, facility does have additional in-between snacks if requested by the child, all the food items are delivered by Santa Ana Unified School district in an individual packed boxes.

Total Indoor capacity: 770’69 Square feet divided by 35= 22’02 (22 children)

Toilets and sinks : Sinks: 3 x 15 = 45 and Toilets: 2 x 15= 30

Outdoor play yard: Facility has a designated play yard for toddlers, located on the side of the entrance, it is completely fenced with grass flooring, there is a play structure placed under the grass flooring, shade is provided by canopy. Facility shall submit a Waiver for rotating schedule for toddler room

Outdoor yard measurements: 46’ 17 X 27’58 = 1273’37
Total outdoor area: 1273’37 divided by 75 = 16’98 (17 toddlers)

With the addition of Toddler option in room # 1, facility shall now use Room # 2 and 3 on the lower level for the Preschool children, as the capacity is being decreased.

Total indoor space: 1753’94 divided by 35= 50’11 (50 children)

Facility shall continue to use the Preschool yard, it was measured in 2009, outside activity space measures 3885.25 sq. ft divided by 75 sq. ft = 51 children.

Based on indoor classrooms measurements, facility has sufficient space to accommodate only 22 toddlers (18 months to 36 months) in Room 1 located on the upper level of the facility and 50 Preschool children( 2-5 years) in Room # 2 and 3 on the lower level of the facility.

Each component shall use the designated play yards.

Facility will submit a Waiver for a rotating schedule for Toddler yard

Fire clearance has been received from Orange county Fire Authority approving the requested capacity.

License with the new change in capacity shall be granted after the final review

Exit interview conducted with Facility Administrator, and appeal rights were presented.
