Licensing Program Analyst (LPA) Yesenia Villa conducted an unannounced annual inspection. Census was taken and there were two infants upon arrival, one infant was getting picked up by mom as LPA Villa arrived. LPA was greeted by Director Leslie Navas, also present during this inspection was Christina Gamez, teacher.
A review of criminal record clearances indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The facility was reviewed to ensure compliance with license conditions and limitations, staffing and ratios, inaccessibility to poisons, medication, and hazardous items that can pose a danger to children. Equipment and furniture was inspected to ensure it's in good condition, free of sharp, loose or pointed parts.

During this inspection it was observed that the napping area is not separated from the activity area. LPA Villa provided a technical advisory on this day and advised the Director that the napping area must be separate from the activity area. The center was observed to have sufficient infant napping equipment. LPA Villa did observe pack and plays and verified with management that pack and plays were approved napping equipment. SIDS was discussed and Director was reminded that the infants must sleep on their backs, the area is to be free of clutter with a tight fitted sheet. Director indicates that the sheets are washed by staff.

There are no walkers on the premises. The changing table is within the arm's reach of a sink and was observed to be clean. The food was labeled with the current date and children's names. There are no weapons, firearms or bodies of water in the facility. Per Director parents provide infant lunch and snacks. The toys and floors appeared clean, safe and age appropriate for infants. The playground was inspected for safety, good condition of equipment, including appropriate cushioning material around and under high climbing equipment. Director was reminded that a thorough walk through should be conducted in the outdoor activity area prior to allowing children out to play and full supervision is required at all times.

Staff files were reviewed, and it was observed that staff members had the required education and experience. All staff had a valid Pediatric CPR/First aid certification. Immunizations were also verified, MMR, TDAP, Influenza and Mandated Reporter Training. Children’s files were reviewed for LIC700, LIC627 and Immunizations, all files were observed to be complete. Infant needs and service plan was observed to be complete and updated.

Incidental Medical Services (IMS) policy was discussed, and the center does not provide IMS at this time. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. There were no citations cited during this inspection.

Exit interview was conducted with Director Ms. Navas. Report was reviewed and discussed. Notice of Site Visit was posted during the visit. Facility representative was informed that the notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. Appeal rights provided and explained. The facility representative was provided a copy of their appeal rights (LIC 9058). Director informed that appeals must be addressed to our Regional Manager, Bertha Manzanarez within 15 days of the citation along with proof supporting the appeal.
