25 | Licensing Program Analyst (LPA) Hawkins met with Maria Torres, Director and the purpose of the Annual/Random of the facility was relayed to licensee. Both owners Miriam Vakil and Rehana Vakil were also present at the facility. A review of staff records indicates all facility staff or individuals who require caregiver background checks have received a criminal record clearance or exemption and a child abuse index clearance. Operating hours are 7 AM to 6 PM Monday to Friday. Census was taken and LPA observed 36 napping preschool children with 4 staff members and the Director. The facility was toured inside and outside. During the inspection it was determined the facility is operating within its licensed capacity and within compliance of staffing ratios.
The items which could pose a danger to children (detergents, cleaning compounds, and medications) were stored out of the reach of children. Poisons/Hazardous items are kept in a latch cabinet or out of reach of children. Lunch is catered and delivered to the center daily. Morning and afternoon snacks are provided by the center. The menu is posted and the lunch meal recycles bi-monthly. Kitchen area appears clean and sanitary. Food is properly stored and the kitchen appears free from hazards. The toys, floors, desks and other equipment appeared clean. Children have their own drinking bottles for water and there is drinking water available to children both indoors and outdoors. The children's bathrooms appear clean and sanitary. All the toilets and sinks are in proper working order. Children nap on mats, and bedding is taken home weekly to be washed by parents. The facility has conducted an emergency drill within the past six months and the last one occurred on 06/19/19.
LPA observed a smoke detector, carbon monoxide detector, and fire extinguisher but due to napping children they were not tested during today's inspection. The playground was completely fenced. The playground equipment appeared in safe condition. There appears to be sufficient cushioning underneath climbing structures and/or play equipment to absorb falls.
