On 6/2/2022, The Licensing Office received a complaint alleging a day care child was inappropriately touched while in care. The complaint was investigated by Investigator Annette Renquist and LPA, Mila Quinto.
The IB Investigator Renquist interviewed the complainant and stated that child 1 disclosed pain in the private area, child 1 stated that a child and a teacher touched child 1.
During the course of the investigation, the IB Investigator conducted interviews with 3 staff members. The 3 staff members were interviewed, and all 3 staff indicated that it is the school’s practice to only allowed 1 child to use the bathroom while a staff member is right outside the bathroom door. The school staff was not aware of any alleged inappropriate touching by anyone, there was no UIRs on file. The medical records reviewed did not disclose any abuse.
IB Investigator interviewed child 1, child 1 made no disclosure of being inappropriate touched by another child or a teacher.
On 7/20/22, LPA conducted an interview with 2 staff members. The 2 staff members interviewed were consistent with the same information provided to the IB Investigator.
On 7/20/22, LPA also interviewed 5 preschool children. 2 of 5 stated they use the bathroom by themselves while the staff is outside the door. 3 of the 5 children were not able to be qualified to be interviewed. LPA observed children were using the bathroom 1 child at a time while a staff stands right outside the door.
This agency has investigated the complaint alleging daycare child 1 was inappropriately touched while in care. Although the allegation may have happened or is valid, there is not enough preponderance of evidence to substantiate the personal rights of a child was inappropriately touched while in day care, therefore the allegation is unsubstantiated.
