During observation on 01/10/2023, LPA observed a total of 1 infant and 1 staff at 7am. At 7:15am, another infant arrived. At 7:30am, 2 other infants arrived and another staff arrived to the classroom. The facility met staff to child ratio.
During inspection of the facility, LPA saw a crack on the floor in room #2 of the facility and the the crack was covered by a large tape which appeared to be safe and not a hazard for the children in care. LPA Tran also inspected the carpet areas in the classrooms and the carpet areas appeared to be clean and sanitary.
During the interviews, 10 out of 10 interviewed staff at the facility on 01/10/23 and on 01/19/23, denied of staff being out of ratio. All interviewed staff stated they are always having enough staff to child ratio and communicate to Director and owner to ask for assistance should they need to take a break. All interviewed staff gave consistent answer about providing supervision by communicating within the team to ensure one staff will cover the supervision of the children on the floor, when other staff are involving in different activities with other children. Facility owner stated the facility carpet cleaning was scheduled twice a year in June and in December and as needed.
During record review, LPA reviewed the facility staff's schedule and children's sign/in sheets within the month of December 2022, there were 2 staff scheduled daily from 6:30am, 2 staff scheduled from 7:30am and 2 staff scheduled at 8am to received the children in the morning; and there were no more than 2 infants arrived before 7am and no more than 6 infants arrived before 7:30am. LPA also reviewed a receipt of carpet cleaning completed on 12/09/2022.
Based on LPA's observation on 01/10/2023, interviews with 10 staff on 01/10/2023 and on 01/19/2023 and record review of staff's schedule and children's sign in/out sheets in December 2022 and receipt of carpet cleaning on 12/09/2022, there is insufficient evidence to corroborate the allegations that floors are in disrepair and facility is not abiding by one teacher to four infant ratio at all times. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged floors are in disrepair and facility is not abiding by one teacher to four infant ratio at all times did or did not occur, therefore the allegations are UNSUBSTANTIATED.
