Licensing Program Analyst (LPA) Desai, Ketki conducted an unannounced Case Management Licensee initiated inspection at the above facility for the purpose of adding new Toddler option to the current Preschool License.
Currently facility is licensed for 48 preschool age children, 2-5 years old in Room # 1,2 and 3 only.

Facility is now requesting to add the Toddler option with a capacity of 8 (18 months – 36 months) in the new Toddler room #1 and decreasing the Preschool capacity to 40 children ( 2 years through 6 years old) in Room # 2 and 3, along with the addition of new Toddler yard. Overall capacity still remains at 48 children.

Facility Director Ms.Kass, Darcie M along with Ms.Weinheimer, Mindy gave a tour of the facility including new Toddler classroom and yard along with the two Preschool rooms and outdoor yard.

Per the new Application received facility shall serve 40 Preschool age children from 2 through 6 years old and 8 Toddlers (18 -36 months) Operating hours for this program will be Monday to Friday 7:30 AM to 5:30 PM (full day session)

The following was observed in new Toddler room
· Age appropriate furniture and equipment’s
· Educations items (Learning and tactile activity items)
· Arts and Crafts activities.
· Room is well lighted with ventilation.
· Drinking water is available through filtered water pitchers and personal water bottles
· AM/PM snack is offered, and Lunch is brought from home, and these containers are labelled by the parents. (Page-1)

· Electronic sign in and out (Bright wheel application)
· CDC Guidelines are being followed.
· Toddler classroom has two baby toilets and 2 sinks inside the classroom
· Children shall receive toilet training in the Toddler classroom
· Children shall nap on small blue cots, linens & blankets are brought from home and Facility has additional linens if needed. linens are taken home on a weekly basis.
There is wall mounted heater in the classroom with a safe barrier surrounding it.

On today’s inspection facility is adding new Toddler room and the measurements are as follows

Total indoor space: 374'46 divided by 35= 10'70 (11 children)
Facility has requested to add 8 Toddlers in the new room.

Total sinks: 2 X 15 = 30 children / Total toilets: 2 X 15= 30(children)

Outdoor space: Facility has a designated Toddler yard, it is accessed from the classroom
Toddler yard has a surrounding fence with grass flooring, age appropriate toy structures are placed on this soft grass flooring to absorb any falls and shade is provided by a roof line and tree, including an easy up and umbrella for additional shade.

Facility has enough outdoor space to accommodate 8 Toddlers in the Toddler yard

Preschool: Facility is also decreasing the Preschool capacity from 48 to 40 children.

Preschool classrooms Room # 2 and 3 were remeasured on today’s inspection and the measurements are as follows
Room # 2 : 36 X 19'5= 702
Room # 3: 36 X 19'5 = 702

Total indoor capacity: 1404 divided by 35 = 40'11 ( 40 children)
Facility is decreasing the Preschool capacity to 40 children.

LPA observed the following in each classroom
Classrooms are adequately equipped with age and size appropriate furniture and equipment.
·Drinking water is available by filtered water pitcher with cups and personal water bottles.
Classroom # 2 and 3 has two toilets and 2 sinks inside the room.
Each room has sufficient storage space for children and teaching staff.
Preschool age children nap on cots and linens / blankets are brought from home.

Total Sinks and Toilets
Sinks: 4 x15 = 60 and Toilets: 4 x 15= 60

Outdoor space: Playground is completely enclosed by a fence. Outdoor activity area is supplied with age and size appropriate equipment including climbing structure and swings. An adequate amount of cushioning material is in place under the play equipment. Shade is provided by canopés, umbrellas and trees. Fountain provides drinking water.
The outside area was measured and the findings are as follows:
Preschool yard: 58'67 X 58 = 3402'86
Total Outdoor activity space: 3402'86 divided by 75= 45'37 ( 45 children)

After a tour of the center, no deficiency was observed. (Page-3)

Facility Administrator is current on the required Pediatric First Aid and CPR training , valid through April 2023.

LPA provided Guardian Information and website info: https://www.cdss.ca.gov/inforesources/cdss-programs/community-care-licensing/caregiver-background-check/guardian Facility has access to the Guardian system.

Facility Representative Ms. Kass, Darie M was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

A child teacher ratio capacity handout was also shared with the facility representative.


Fire clearance has been granted by Coast Mesa Fire Authority for a capacity of 48 children (40 Preschool and 8 Toddlers)
Based on today’s room measurements/ Outdoor space with sinks and toilets: Facility has sufficient space to accommodate the requested capacity of 40 Preschool age children (2 – 6 years) in Room # 2 and 3 along with 8 Toddlers (18 months to 36 months) in the new Toddler room #1. Operating hours: Monday to Friday 7:30 AM to 5:30 PM.

Exit interview conducted. Notice of Site Visit was posted. Director was informed that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post it will result in civil penalties of $100. Appeal rights presented to the Facility Administrator.
