Licensing Program Analyst (LPA) Thompson conducted an unannounced complaint investigation. This is a continuation of the investigation initiated on 10/28/2025. Upon arrival, LPA met with Director Maryam Foster, to deliver complaint findings. Director guided LPA on a tour of the facility. LPA observed a total of 18 children with six staff.

During the inspection it was determined the facility is operating within its licensed capacity and within compliance with staffing ratios on today’s date. A review of the Facility Personnel Report Summary indicates all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The Orange County Childcare Office received a complaint on 10/23/2025, with one allegation (1) Staff grabbed, twisted arm, and shamed a daycare child.

During the investigation LPA interviewed four staff, interviewed three parents, and reviewed documents.

Reporting Party (RP) alleges Staff grabbed, twisted arm, and shamed a daycare child. RP was unable to provide names of witnesses or other children involved. On 10/28/2025, LPA interviewed four staff. All staff interviewed stated they have never yelled at or handled a child in a rough manner, nor have they witnessed other staff doing so at Red Apple Preschool, The.

LPA made numerous attempts to interview child #1 (C1) but was unsuccessful.

In June 2021, The Orange County Childcare Office received a complaint regarding C1. An investigation was conducted for personal rights, and the complaint was unsubstantiated and closed in September 2021 due to not enough preponderance of evidence to prove the alleged violation did or did not occur.

On 11/10/2025, LPA contacted nine parents via phone call. Three out of nine parents were able to be interviewed. Parents interviewed did not divulge any information pertaining to the allegation.

Based on LPA interviews with staff and parents, there was not enough evidence to substantiate the allegation.

The Orange County Childcare Office has investigated the complaint alleging Staff grabbed, twisted arm, and shamed a daycare child: although the allegation may have happened or is valid, there is not enough preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.
