An unannounced Case Management inspection is being conducted on this date by Licensing Program Analyst (LPA), Barajas due to deficiencies found during inspection.

A Case Management tele inspection was conducted on 01/27/21, by LPA Barajas. During the investigation it was discovered an infant child was being cared at facility. Facility has no Infant License. It was determined through interviews with three of four staff, a parent and Director admitting that an infant child was being cared for at the facility from 10/26/2020 through 12/02/2020 during day care hours and was paid through CalWORKs.


Based on Interviews conducted with Parent, Staff and Director admitting was caring for an infant child for a few months from 10/26/20 through 12/02/20 at the Day Care Facility while not having an Infant License; therefore, the facility is being cited a violation for violating: Limitations on Capacity and Ambulatory Status 101161(a). The facility representatives were informed that an infant license is needed to care for infant children, a copy of this section of regulations was provided and discussed with them. This has been determined to be an immediate threat to the health and safety of the children in care at the facility. See attached page LIC 809D.
101161(a) Limitations on Capacity and Ambulatory Status: (a) A licensee shall not operate a childcare center beyond the conditions and limitations specified on the license, including the capacity limitation.
This report cites a Type A violation and shall be provided to parents/guardians of children currently in enrolled and to parents/guardians of children newly enrolled at the facility during the next 12 months. Parents/guardians must sign Form LIC 9224 to be kept in each child's file.
Exit interview was conducted with Director Mabell Alcantar via Tele-Inspection. Report was read to Director. A copy of the report along with Appeal Rights will be emailed to Director with a Read Receipt to acknowledge report was received. If Read Receipt is not functional, Director will respond to email stating “I have read and received the report, I acknowledge receipt.” LIC 9099 will also be mailed if those options are not available.
