Complainant alleged that a staff is constantly hitting the children on their back when trying to get them to sleep. complainant stated that this staff doesn’t pat them the children, the staff hits them so hard on their back. Complainant also stated that staff drags the children across the room to the restroom or to get them to do something.
During the staff interviews, Staff #1 (S1) disclosed that, while walking in the classroom, S1 observed a child crawling under the changing table. Staff #4 (S4) grabbed the child with one hand, pulled the child up and put the child away from the changing table. S4 admitted that S4 was alone with 3 babies, S4 was changing a baby's diaper at the changing table, another child crawled between S4's legs, S4 reached down, grabbed the child with the sweater, spung the child with one hand, and another hand was holding the other child on the changing table. S4 stated S4 grabbed and pulled the child for “safety reasons” to prevent the child from getting hurt .
During LPA interviews with S4 who also admitted that S4 hands are loud when S4 puts the children to sleep. S5 stated that when S4 patted the children to sleep, S4's hands sounded loud, but it is really the children’s clothes that make the loud sounds, it is not hard or S4 trying to hurt the children.
LPA called 6 parents; LPA was able to interview 2 parents on 3/15/24. All parents interviewed made no disclosures.
Based on the information gathered from LPA's interviews with 5 staff members, and 2 parents, it has been determined that facility staff pat the children hard, and the staff handled a child in a rough manner. The preponderance of evidence standard has been met; therefore, the above allegations are found to be SUBSTANTIATED. California Code of Regulations, Title 22, 101223(a)(2) Personal Rights are being cited on the attached LIC9099D.
Assistant Director was informed that this licensing report dated 4/09/2024 documents one “Type A” citation(s). Type A citation(s) must be posted for 30 consecutive days during the hours that children are in care as there is/are immediate risk(s) to the health, safety, or personal rights of children in care.
