25 | On June 6 of 2023 at 8:00 am, Licensing Program Analyst (LPA) A. Silva conducted an unannounced Required – 1 Year inspection assisted by Early Learning Specialist (ELS) Veronica Berber. Upon arrival, total census was 17 preschool clients under the supervision of two teachers and one substitute teacher. The facility was operating within its licensed capacity and within compliance of staff to child ratios. Facility hours are 8 am to 4 pm., Monday through Friday. The preschool is inside Santiago Elementary and under the Santa Ana Unified School District, which is fully responsible for carrying out clearances and exemption.
INDOOR INSPECTION. The LPA inspected the indoor areas identified in the LIC999 Facility Sketch and areas accessible to clients at the time of inspection. The facility was equipped with working carbon monoxide and smoke detectors, working telephone service, and at least one fire extinguisher that meets statutory and State Fire Marshall standards. A record review shows that the last disaster drill was documented on 5/30/23.
The ELS stated that there are no firearms and/or other dangerous weapons in the facility; none were observed during the inspection. Detergents, cleaning compounds, medicines, and other items that could pose a danger if readily available were inaccessible to clients in care. No poisons or other items that could pose a danger to clients were observed during the inspection. Clients nap on cots. According to the ELS, bedding is stored individually and washed weekly at home. The facility provides age-appropriate toys, play equipment, and materials for the clients served.
OFF-SITE FOOD PREPARATION: The center provides breakfast, lunch, and afternoon snack to clients in care. The food is delivered to the preschool from the school cafeteria. Water bottles are labeled with children’s names. Drinking water is also available from the classroom’s water fountain. The LPA observed that the facility’s floors, equipment, furniture, and clients’ bathrooms were clean, in good repair, and free of sharp edges. The facility meets all posting requirements.
