13 | Licensing Program Analyst (LPA) Torrence conducted an unannounced complaint inspection on 08/28/2019 to follow up on the complaint investigation that was conducted on 08/13/2019. LPA met with Mrs. Zhang Spring, Principle who guided analyst on a tour of the Early Childhood Setting indoors and outdoors. There were total of 64 children present with nine staff members supervising. During today’s inspection the facility was operating within its licensed capacity and within compliance of staffing ratios. A review of staff records on this date indicated that all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances or exemptions.
Allegation: Lack of supervision resulting in day care children having access to hazardous materials. Complainant stated that she saw a child playing with an oil diffuser, in one of the classrooms, while staff was present. Complainant reported that the oil diffuser was in an outlet, at the child’s level. On 08/13/2019, LPA Torrence observed an empty oil diffuser laying near an outlet, located on top of the staff sink, near the refrigerator, out of reach of children in care. Three staff members reported that their classroom does have an oil diffuser, which is plugged in an outlet, on top of the teacher’s sink, close to the refrigerator, away from the children. No children were interviewed due to their ages. |
