Licensing Program Analyst (LPA) Romy Castanon conducted an onsite inspection for the purpose of an Annual. LPA and Director Fatima Asghar toured 3 infant classrooms and 6 toddler classrooms. The facility floor and yard plan (LIC 999) were verified. LPA observed a total of 17 infants and 9 staff members in Infant Room B6, B7 and B8. LPA observed 21 toddlers and 8 staff members in Room B1, B2 and K2. LPA took census on the toddler playground where Rooms K1, K3 and K4 were playing. The overall census on the playground observed was 31 toddlers with 6 staff members. During the inspection it was determined the facility is operating within its licensed capacity and within compliance of staffing ratios.

A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

During the inspection of the indoor activity space, items which could pose a danger to children (detergents, cleaning compounds, and medications) were observed to be stored out of the reach of children locked in cabinets. Poisons/Hazardous Items are not kept on the premises. All storage containers for solid waste, including moveable bins, have tight fitting covers that are kept on, and are in good repair. The Director is taking measures to keep the facility free of flies, other insects and rodents. Food, including formula and purees are provided by the families. Food prep areas were clean and sanitary. Food is properly stored and labeled. Floors, equipment, and furniture were clean and were observed to be in good repair and free of sharp edges. There is drinking water available to children indoors via filtered water dispensers and paper cups. Director was informed diaper changing tables are placed within arm’s reach of a sink. The facility has age-appropriate furniture and equipment. A baby walker was not observed during today’s visit.

The facility has sufficient infant napping equipment that meets the requirements. Bedding is provided by the facility and laundered daily. The facility has indoor activity space for infants that is physically separate from space used by preschool childcare center. The facility has conducted an emergency drill within the past six months on 10/17/2023. The facility has a working carbon monoxide detector and fire extinguisher. Facility met all posting requirement. The California Child Passenger Safety Law was posted by the entrance of the facility.

Staff files were reviewed for staff present during the facility inspection this date; 5 staff files were reviewed. Health screening and immunization's as required. Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a childcare center e if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis, measles for 5 staff were reviewed and within compliance. Beginning March 31, 2018, H&S Code 1596.8662 requires all directors and employees to complete mandated reporting training, and to renew the training every two years. All 5 staff had Mandated Reporter Training Certificates that are not set to until 08/2025. At least one member of staff present possesses current EMSA approved Pediatric CPR/First Aid certifications, which does not expire until 08/2024.

Children's records were reviewed, and there was a separate, complete and current record for each child. A random sample of 5 children's files were reviewed for documentation of the child’s name, address, and telephone number of the child’s authorized representative and of relatives or others that can assume responsibility for the child if the authorized representative cannot be reached when necessary (LIC 700) and a medical assessment. LPA reviewed the napping log for infants up to 24 months and LIC9227 Infant Safe Sleep Plan for infants up to 12 months. In the areas reviewed the children’s files were found to be in full compliance. Sign in/out procedure was reviewed for compliance. The facility utilizes an electronic application called Tadpoles for their check in/out system.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed on 09/02/2022 and in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.
Exit interview conducted and report was reviewed with the Director Fatima Asghar. Notice of site visit was given and must remain posted for 30 days.
Appeal Rights were discussed. The Director was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days.
