Licensing Program Analyst (LPA) Desai, Ketki conducted an unannounced Case Management Licensee initiated inspection for a change in capacity, decreasing the Infant / Toddler capacity by removing Room # 4.

Currently facility is licensed for 42 children: 18 Infants (Birth to 18 months in Room # 2) and 24 Toddlers (18 months to 36 months) in room # 1, 3 and 4.

Licensee is now requesting a change to the current Infant capacity from 18 to 12 infants in room # 2 and Room # 4 is being removed from the Infant license. Total Infant/ Toddler capacity: 36 children

LPA met with Facility Administrator Ms. Bartolome, Krista who gave a tour of the Infant/ Toddler classrooms

All areas identified on the Facility Sketch were inspected. LPA observed the following for the Infant /Toddler rooms. Rooms had age and size appropriate furniture, activities and educational items.


Toilet training shall be offered in these classroom and facility does have needed potty chairs, including changing table and sink within arm’s reach.
Infants in this room # 1 shall nap on floor mats and there is an approved Waiver on file.
Napping area is in room # 1. Toddler rooms were observed to have age appropriate furniture and toys.

Sinks: 8X 15 = 120 / Toilets: 5 X 15= 75 ( Additional 5 potty chairs are available for Toilet training)

Outdoor yards: Facility has designated yards surrounding the classrooms. The Infant play yard is completely enclosed by a fence and toddlers have their own designated yard.

Outdoor activity area is supplied with age and size appropriate equipment including a climbing structure.

An adequate amount of cushioning material (wooden barks) is in place under the equipment.

Shade is provided by awnings and a Water pitcher and personnel water bottles are used for drinking water. Additional tables and benches are also placed under the shade for outdoor tabletop activities including lunch activity.

The yard has partial grass and concrete flooring. There is bike trail surrounding the yard. There is also a covered sand box area for Toddler children.

Facility needs to refurbish the Infant yard with a proper flooring due to dirt and dried grass.

Infant yard, can occupy 13 infants

Toddler yard has enough outdoor space to accommodate 24 toddlers.

Based on today’s inspection and Indoor / Outdoor measurements, Sink and Toilet availability, facility has enough space only to accommodate 36 children (12 Infants and 24 Toddlers in the three assigned rooms)

Administrator Ms. Bartolome, Krista has provided the copy of the current CPR / First Aid training (10/16/23).

Fire clearance approval has been received from Orange county Fire Authority approving the requested capacity of 114 children (12 Infants/ 24 toddlers and 78 preschool children) LPA shall contact the Fire inspector to revise the capacity approved.

Advisory note was given on today’s inspection. (Sink attached to the changing station has no water supply)

License shall be granted after the final approval by the management.

12 Infants (6 weeks to 18 months in Room # 2) and 24 Toddlers (18 months to 36 months in Room # 1 and 3) Monday to Friday 7:00 am to 6:00 pm.

Report was read to the Facility Administrator; appeal rights were provided along with Notice of Site visit was posted.
