On 03/25/2021, at 11:00 a.m., Licensing Program Analyst (LPA), Stacy Torrence conducted a virtual inspection with Heather Huyhn, Director and Jennifer Willis, Administrator. The purpose of this inspection is to provide technical assistance and ensure the facility is safe for the care and supervision of children in care. There were 13 children and 3 staff present. Due to COVID-19 state of emergency, a waiver to allow the usage of additional spaces, not licensed by the Department, to accommodate their existing school age children according to the current class size restrictions as a precautionary measure with the COVID-19 outbreak, waiver granted on 06/29/2020 until 09/29/2020, department has agreed to extend the waiver to 06/16/202.

The Orange County Fire Authority Permit was granted on 10/01/2020 to add the following rooms: P1, P2. P3. P4, Activity Center #1, and #2.



Parents check in procedure: parents ring the bell, staff come to the outside station to pick up child, there is a tablet on the outside station table, in which, parents scan a unique barcode to sign child in and out, children’s temperature is taken, children are taken to their classroom, then children line up to wash their hands. If children become ill during the day, they will rest in the isolation area located, in room CC2 or they call the principal a staff is sent over to pick up child and walk child to the isolation room, located in the school’s front office. The children will use the staff bathroom, as the isolation bathroom, located in room CC1. All staff bathrooms are located outside on the school campus. Children’s authorized representative will be contacted immediately for pick up, if a child becomes ill. Department of Public Health will be contacted in regard to any COVID-19 illness.

Children will stay with the same group as assigned and will not be moved from one group to the other. No more than 16 individuals in a cohort and groups must be kept physically separated. Age appropriate furniture including tables and chairs and are present in each of the rooms to meet the needs of children in care. There is a total of 7 bathrooms available for the children, which are located in the classrooms and on the school campus.

There are 7 toilets and 9 sinks available. There is a designated outdoor play area with age appropriate equipment and activities. Children bring their own water bottles from home, and there are water pitchers available for refills. The facility also provides disposal cups for children who forget their water bottles.

The facility will maintain children files that include emergency authorization cards and staff files that include proof of criminal background clearance. All childcare areas, including the playgrounds, will be cleaned and sanitized daily or more often as necessary following the facility’s cleaning and sanitation policies.



A health check on staff and children will be conducted each day upon arrival. LPA discussed the terms and conditions of the waiver and facility will ensure compliance with all terms and conditions of the Temporary Waiver and will adhere to Public Health guidelines and directives.

To further ensure the health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to the facility.
