A case management inspection was conducted on this date by Licensing Program Analyst (LPA) Stacy Torrence. Licensee submitted an application requesting a decrease in the preschool program capacity and to change the facility’s operation hours from 6:30 am-6:00 pm to 7:00 am-6:00 pm. The purpose for today’s inspection was to evaluate the facility for decrease in capacity to 76. Facility is currently licensed for a total capacity of 79 preschool children. The Administrator/Teacher, Maria Tejeda-Ruiz, would like to change Room #2 into the teacher’s breakroom. This conversion would reduce the capacity to 76, in which, from the facility’s previous measurement would accommodate the decrease. LPA met with Administrator/Teacher Maria Tejeda-Ruiz and toured the facility. During today’s inspection, there were 14 napping preschool children and three staff supervising. Currently, the children use the following classrooms: #1, #3, #4A, and #4B.

A review of staff records on this date indicates that all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The Director’s office will serve as the isolation area for ill children temporarily until parents arrives. The staff bathroom conveniently located near the main entrance of the center will be used as the isolation bathroom. Medication will be stored in the front lobby, in a locked box, and in the kitchen, in a locked box, ensuring it is inaccessible to children in care. First Aid kit is in each classroom, in a backpack, out of reach of children. Sign in / sign out record meets regulation requirements.

The facility provides breakfast, and AM/PM snacks. Evaluator reviewed Title 22 Sections 101227 and 101327 with applicant and that the licensee is ultimately responsible to provide adequate, nourishing food.

Classrooms are adequately equipped with age and size appropriate furniture and equipment. Drinking water in the indoor activity space is supplied by will be supplied by water fountains or children bring water bottles from home.

Inside Activity Space was previously measured on 11/2020 and was as follows, minus Room #2.: Previous measurement total numbers were transposed; however, the number of children were correct.
Total indoor activity area:
Room #1: 36.17 x 23.25= 840.95 sqft.
Room #3(small): 09.25 x 08.33= 77.05 sqft.
Room #3(large): 26.83 x 21.25=570.14 sqft.
Room #4A: 31.50 x 21.00=661.50 sqft.
Room #4B: 26.00 x 20.00=520.00 sqft.
Total= 2,669.64 sqft. divided by 35 = 76 children

Total children toilets and sinks:
Toilets: 9 x 15 = 135 children
Sinks: 7 x 15 = 105 children

Total outdoor activity area:
10,185 sqft. divided 75= 135.80 children

Playground is completely enclosed by a fence. Outdoor activity area is supplied with age and size appropriate equipment including a climbing apparatus. An adequate amount of cushioning material (wood chips) is in place under the equipment. Shade is provided by canopies. Outdoor water is available by water pitchers and disposal cups.

Based on today's inspection, facility has enough space for the requested decrease capacity of 76 preschoolers (ages 2-6 years old). Monday to Friday 7:00 a.m. to 6:00 p.m.



Director Kristi Bernhardt required CPR/1st Aid training expires on 09/2022.

Facility provides Incidental Medical services.

In the areas evaluated, no deficiency was observed and cited today per CA Code of Regulations, Title 22, and Division 12.

Facility meets all licensing requirements and file will be submitted for approval.

Exit interview was conducted. A copy of this report and appeal rights were discussed and provided to the director. The Notice of Site Visit was posted. The director was informed that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100.
