Licensing Program Analyst (LPA) Ketki Desai conducted an unannounced Case Management (Licensee Initiated) inspection for a follow up to re-measure the Infant yard due to refurbishment of the fence.

On the former visit, conducted on 12/6/2021, Infant yard needed changes to the outer fence, making it safe for infants to be present in the yard.

Currently the facility has an approved Infant License for 12 Infants ((6 weeks to 24 months in Room # 2)

Licensee is now requesting a change to the current Infant capacity from 12 infants to 20 infants in room # 2.

LPA met with Facility Administrator Ms. Ahn, Sung Ja who gave a tour of the Infant classroom# 2 and the Infant yard.


Infant room was observed to be safe and appropriate for Infant care and it does have a designated napping area.

The measurements taken on 3/16/21, remains current, the measurements are as follows

Room# A (Infants): 35'25 X 29'67 = 1045'87 - 114'08 = 931'79


Total indoor activity area: 931'79 divided by 35= 26'62 (27 infants)

Total children toilets and sinks: There is a toilet inside the room with 3 stalls and one potty chair and 3 sinks.
Sink: 3 X 15= 45 & Toilets: 3 x 15= 45

Infants in this room are in Diapers only but there is a potty chair if needed. Toilet training is provided in the Preschool room only.

Outdoor yard: Infant yard is just outside the classroom; it has an open space with cemented area and green carpeted area with age appropriate outdoor toys. Facility has now added a new sturdy mounted fencing through the border of the Infant yard. The former fencing needed to be changed.

Infant yard: The infant yard is fully fenced. It has a gate with a stopper latch. The younger infants are placed on soft carpet which is taken and placed away after the activities. Shade is provided by roof over the yard.

LPA remeasured the Infant yard on today’s inspection and the measurements are as follows

Total outdoor space = 1273’95 divided by 75 = 16’99 (17 Infants)

The facility doesn’t have sufficient outdoor space to accommodate 20 Infants as requested.
Facility shall submit a Waiver request for a rotating schedule for outdoor time to accommodate the requested capacity for 20 Infants.

Fire clearance from Orange Fire Prevention Bureau has approved the requested capacity.

Based on Indoor measurements, sink / toilet availability, a final License for 20 Infants (6 weeks to 24 months) in Room # 2 shall be granted upon Management approval.
Waiver for Outdoor rotating schedule shall be submitted.

Exit interview conducted and appeal rights were presented to the Director.

Notice of Site Visit was posted. Director was informed that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post it will result in civil penalties of $100.
