Licensing Program Analyst (LPA) Ms. Ketki Desai conducted an announced on site pre-licensing inspection at the childcare center. It is a Change of Ownership. An Emergency approval was issued on 2/25/2022 to the new Incoming Owner Mr. Rad, Joe.

LPA met with Facility Administrator Ms. Foster Susan who gave a tour of the Child Care Center. The applicant has requested to provide care and supervision for 54 Pre-school age children 2 to 6 years of age, Monday through Friday 7.00 am. to 6.00 PM, in the assigned two classrooms. During the walk through LPA observed facility is following CDC and Dept of Public Health Guidelines.
There is an elementary school on the premises under the Department of Education and facility has provided the Private School Affidavit for the year 2021 -22.

A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The facility has a side metal door where children are brought in by the parents, leading to the classroom, this side door remains open till 8:30 am, and remains locked till the pick up time. Any late drop off or pick ups the parents have to access the Office door across the Elementary school play yard. Parents sign in manually in each classroom. Facility is in process of installing an alarm system on the door, if opened accidentally. On today's inspection there were 32 Preschool age children with 4 teachers in the two assigned Preschool classrooms.
LPA discussed the posting requirements including, but limited to, the following:

All the posters are posted on the side wall in the reception area and the classroom walls.

Facility Administrator gave a tour of the center. There are two designated classrooms with open play yard for the enrolled children. Each of the designated space for enrolled children was measured on today's inspection.

The following were inspected in the indoor activity space:
· Classroom are adequately equipped with age and size appropriate furniture and equipment
· Drinking water is available through water pitchers and personal water bottles, which are refilled as needed.
· Sign in/Sign out procedure was reviewed and meets regulation requirements (Manual sign in and out)
· There is a working smoke detector, carbon monoxide detector and fire extinguisher that meet statutory requirements.
· Cubbies available for storage of individual child’s personal belongings and/or bedding
· Napping equipment: Mats are used and are stored in the large cabinet inside the room
· Facility shall provide AM/PM snacks daily, on a daily basis lunch is brought from home and stored in their individual cubbies.
The cubbies are arranged outside the classroom, guidance is provided by the teacher to bring in their personal items.
Each of the two preschool rooms are well lighted and ventilated.
There are designated gender bathrooms in-between the two classrooms with sinks and toilets.
There is an additional sink in the classroom also.

LPA measured the indoor rooms, designated for preschool children.
Total indoor activity space: 1811'68 divided by 35 = 51'76 ( 52 children)

Facility does not have sufficient indoor space to accommodate the requested capacity of 54 children.

Total sinks and Toilets
Sinks : 9 x 15 = 135 (children) / Toilets: 7 x 15 = 105 (children)

Facility has gender designated toilets 3 for girls and 3 for boys with three sinks in each of the communal bathrooms in-between the two classrooms along with one sink inside each classroom . Bathrooms were observed to be clean with the required paper products. There is also one toilet and sink for a sick child in the facility. Facility has sufficient sinks and toilets to accommodate the requested capacity.

The following were inspected in the outdoor activity space;
· Playground is fully enclosed by an appropriate fencing
· Drinking water is available outdoors by water pitchers and personal water bottles
· Outdoor activity space is supplied with age and size appropriate equipment, including climbing play structures, with a surrounding bike trail.
Play structures are placed on sand as a cushioning material and they are age appropriate in safe condition for children.
There are several benches placed under the shaded area for outdoor lunch activity.
Surrounding bike trail is safe and facility has several outdoor play items including bikes for the children..
There is locked shed at the end of the play area, made inaccessible to children.
Shade is provided by the surrounding huge trees and building structure.

Outdoor measurements
Total outdoor activity space: 5951' 39 divided by 75 = 79'35 (79) children

Based on the indoor and outdoor measurements, sink and toilet availability, facility has enough space to accommodate only 52 children in the designated two classrooms. (3)

Fire clearance received from Orange County Fire Authority dated 3/3/22 have approved the requested capacity.

Facility Administrator has submitted the proof of enrollment for Pediatric CPR/ First Aid class along with Preventative Health and Safety Nutrition and Lead poisoning class scheduled for April 2nd 2022. Facility at this time does have staff members current on the required Pediatric / CPR and first certification valid upto July 2023.
Facility Administrator has also submitted proof of enrollment for Preschool Administration and Management class scheduled for May 21st 2022. An exception shall be submitted by the facility.

Following was discussed with the Facility Administrator

Criminal Record Statement: Facility Administrator Ms. Foster Susan was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Safe Sleep

LPA discussed the safe sleep regulations with Facility Administrator Ms. Foster Susan discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Facility Administrator Ms. Foster Susan of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with Facility Representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

The facility was following Title 22 requirements at the time of the inspection.

Based on today’s Indoor and Outdoor measurements, sink and toilet availability, this center has enough activity space to support only 52 preschool age children (2-6 years old) in two preschool classrooms. (Room # 1 & 2
Monday to Friday 7:00 AM to 6:00 PM.

A license will be issued for the capacity of 52 preschool children age 2-6 years old, after a final review. The applicant will be notified if any additional information is required.
