13 | Licensing Program Analyst (LPA) Amanda Blesi met with Licensee Cheri Quishenberry to deliver complaint findings for the above allegations. The complaint alleges: licensee spanks day care children, a day care child was hit by another daycare child, and licensee did not report incidents to day care child’s responsible party. LPA conducted interviews with some parents, staff and day care children. LPA learned child #1 has behaviors which include scratching, biting and pinching. Licensee states child #1 has pinched and shoved some children roughly while playing. If there is an injury, licensee will notify parent by text. If there is no injury, she will not text the parent. Licensee states she remains close to the children in case play escalates into more violent behavior so she can intervene quickly. Licensee denies spanking day care children and states she strongly discourages parents from using that type of discipline at home. Inconsistent statements were made by children interviewed regarding being spanked while in care. Although the allegations may or may not have occurred, there is not a preponderance of evidence to support the allegations; therefore, the allegations are unsubstantiated.
