Licensing Program Analysts (LPAs) Jeremey McClain and Christopher Bello met Director Melissa Brandeberry for the purpose of an unannounced annual random inspection. LPA observed 15 infants in two separate rooms supervised by four staff members. Facility hours of operation are Monday through Friday from 6:30 AM to 6:00 PM.

LPA toured the building including all activity and classroom spaces, restrooms, food service, and outdoor play areas. Toxic and hazardous items are inaccessible to children. Furniture and equipment are in good condition. Playground equipment and surfaces are free of loose or sharp parts. Infant changing tables have a padded surface that is washable and at least one-inch-thick, and the changing tables have raised sides that are at least three inches high. The floors appeared clean throughout the facility. The food preparation space is free of litter and all food was protected against contamination. Trash cans with solid waste have tight-fitting covers. Program provides breakfast, lunch, and snack. Menus were posted and drinking water was readily available to children both indoors and outdoors. LPAs observed full legal signatures while reviewing the sign in and sign out sheet.

Staff and children's records were reviewed. Each child's file contained an emergency card, a medical assessment, and Infant Needs and Services Plan. At least one staff member present today has current Pediatric CPR and First Aid certification (exp. 9/2021). LPA observed functional smoke and carbon monoxide detectors.

LPA reminded the Assistant Director that the AB1207 Mandated Reporter Training must be renewed once every two years. LPA provided the website for staff to complete the training at http://childcare.mandatedreporterca.com/

Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

This facility evaluation report was reviewed and discussed with Director. A Notice of Site Visit was provided and should remain posted for a period of 30 days for parental review.



Director was encouraged to the visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining child care centers.

An exit interview was conducted and in the areas that were evaluated, deficiencies were cited. Deficiencies can be found on the following page of this report.

Title 22 deficiencies are cited on the following page of this report. If not corrected, these violations pose and immediate risk to the health and safety of children in care. Director acknowledges, that upon receipt TYPE A DEFICIENCIES, a LIC 9099-D with Type A deficiencies shall be posted for 30 days. Director also acknowledges that they must provide copies of this licensing report to parents/guardians of children in care and to parents/guardians of children newly enrolled at the facility during the next 12 months. LPA provided an LIC 9224, which must be signed by parents/guardians and kept with the children's files. Appeal Rights were provided.

This requirement was not met as evidenced by LPAs observation of files of Staff 1 and Staff 2 files. LPA observed these staff supervising infants in the Infant A room during the inspection but did observe Staff 1 and Staff 2 to have infant units during file review.
