On April 24th, 2020, Licensing Program Analyst (LPA) Jeremey McClain conducted a Tele Inspection with Director Melissa Brandeberry to close a complaint investigation. LPA verified a census of four infants supervised by one teacher in one classroom, and seven infants supervised by two teachers in another classroom. It was alleged that an incident occurred in 2018 where a teacher restrained a child in care by tying them to their cot with a blanket during nap time. During the investigation, LPA conducted interviews with staff regarding the incident. There was inconclusive evidence regarding the incident that occurred. LPA received conflicting information from the interviews, and LPA was unable to determine if the child was restrained or not. The preponderance of evidence standard has not been met; therefore, the allegation is determined to be unsubstantiated. The allegation is not dismissed nor supported. There were no Title 22 deficiencies issued as a result of the investigation. This report was sent to the Director for review and signature. Appeal rights were provided.
