Licensing Program Analyst (LPA) Amanda Blesi met with director Rachel Peters for the purpose of an announced (due to COVID-19) required 1-year inspection. The facility is located in the art and multi-purpose room on the Lincoln Crossing Elementary school campus. When LPA arrived for the annual inspection, the facility was using rooms D#103 and H#102 classrooms. Licensing was not notified prior to using the classrooms. Director states they moved because the multi-purpose room was not available today. LPA notified LPM Keven Peters who stated it was ok to use the rooms; however in the future, Licensing shall be notified prior to using empty classrooms. LPA observed 10 children in art room, 23 children in room #103 and 22 children in room #102. There were a total of nine staff supervising the children today. All criminal record clearances are associated to the STAR Oakhills facility #313600444. .

LPA toured the three classrooms, restroom, and outdoor play area. Director stated there are no children who require medications and they only have sunscreen at this time. Toxic and hazardous items are inaccessible to children. Furniture and equipment are in good condition. Playground equipment and surfaces are free of loose or sharp parts. The areas around or under climbing equipment are cushioned with pour in rubber to absorb the fall. Director states they no longer use the structures that contain monkey bars. Toileting facilities are in sanitary and operating condition. The floors appeared clean throughout the facility. All food was protected against contamination and during COVID children are bringing their own snacks and lunches to the facility. Facility program only provides a snack if a child failed to bring their own food. Drinking water was readily available to children both indoors and outdoors. There are no firearms or bodies of water on the premises. LPA observed a functional carbon monoxide detector. Report continued on 809-C.

Ten staff and five children's records were reviewed. Each child's file contained an emergency card. At least one staff member present today has current Pediatric CPR and First Aid certification. LPA reviewed the Department's inspection authority and discussed with any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

LPA discussed Assembly Bill 2370, which will require licensed Child Care facilities to test their water for excessive amounts of lead.

This facility evaluation report was reviewed and discussed with Ms. Peters. A Notice of Site Visit was provided and should remain posted for a period of 30 days for parental review. Director was encouraged to the visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining child care centers. An exit interview was conducted and in the areas that were evaluated.

No deficiencies were cited during today's inspection.
