Licensing Program Analyst (LPA) Amanda Blesi met with assistant Effie Greer, for the purpose of an unannounced required 1-year inspection. Prior to entry into the home, A COVID-19 risk assessment was conducted at the door. Assistant states Licensee is not here today. All individuals subject to criminal background review have obtained a criminal record clearance. At 10:15a.m. LPA observed a total census of 4 children ages 2, 1, 1, and 9 years old.

At 10:30 a.m LPA toured facility with assistant Effie and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas include upstairs, laundry room, garage and backyard. Assistant acknowledged that children must never enter these areas. During today's inspection changes to off limit areas were made. The office which was formerly off limits is now on limits and used for napping children. The backyard was changed from on limits to 'off limits'. Assistant states she will submit an updated facility sketch. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Ms, Greer stated there are no weapons in the home. There is an above ground spa located in the off limit backyard. The spa was covered and latches were observed locked on all sides. Outdoor play space is fenced.
Facility representative was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
At 11:00 a.m., LPA reviewed children’s files and observed immunization records and emergency contact information. A current roster is being maintained and fire and disaster drills are documented.The licensee's immunization records for measles (MMR), pertussis (Tdap), and the flu are available in the facility file. AB 1207 Mandated Reporter Training was expired for Licensee and assistant. (Report continues LIC809-C)

LPA observed three play yards at the facility. Play yards contained loose objects such as blankets and toys. LPA reminded assistant if children are napping in the play yards they must remain free of loose objects. Ms. Greer stated she places infant children on their backs when they are napping. LPA reviewed infant sleep plan (LIC 9227) requirement with Licensee, and 15-minute observation checks of napping infants.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment

LPA verified that the annual fees are current. LPA provided the Child Care Advocates Program email address: childcareadvocatesprogram@dss.ca.gov, so the licensee can request to be added to the distribution list to receive Quarterly Updates.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual-Regulation Interpretations and Procedures for Family Child Care Homes Sections 102417. When any IMS is provided an updated Plan of Operation that includes IMS must be submitted to the department. Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information.

Title 22 Deficiency has been cited on the attached LIC 809-D. LPA Amanda Blesi informed facility representative Effie Greer-Roberts that this report dated 1/31/22 document(s) 2 Type B citations. Appeal Rights given.

Exit interview conducted and report was reviewed with the facility representative Effie Greer-Roberts.
A notice of site visit was given and must remain posted for 30 days.
Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

(1) On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training.
