Licensing Program Analyst (LPA) Kelly Ferrara contacted Ashley Osterhoudt, Assistant Site Supervisor in order to deliver findings for the above allegation. Due to the Covid19 pandemic, the visit was conducted via tele-inspection on Zoom. Janine Cooper, Program Director and Stephanie Martinez, Center Manager were also on the Zoom tele-inspection. LPA verified that the program currently has 14 children in care with three staff. During the investigation, LPA interviewed the Reporting Party, Center Manager, Assistant Site Supervisor, three parents, and 11 children.
It was alleged that a disparaging comment was made towards a child in front of their peers and the peers observed the interaction. Consistent statements were made by each of the children interviewed that they did not hear a negative comment made by staff regarding this child. One out of 11 children interviewed stated that there was a comment said that could have made a child upset. Statements were made by the supervisors, parents, and children that the interactions between staff and the children are generally positive. Inconsistent statements were made by the children whether or not staff can be “rude” when interacting with the children. Based on the evidence obtained, LPA determined that the allegation is unsubstantiated, meaning that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove it. A copy of this report was emailed to the facility and a Notice of Site was provided.
