25 | On February 8, 2023 at 2:15 PM, Licensing Program Analysts (LPAs) Tanya Washington and Erwina Pascual- Golamco met with licensee, Lyubov Sarumova for an unannounced random annual inspection and toured areas of the home accessible to children in care. Off-limit areas include entire second floor, laundry room, garage and right side yard. Licensee acknowledged that children may never enter these off-limit areas. The census included eight preschool age children. Also present is licensee’s husband Alexandr. Licensee stated there are no new residents in the home since licensure. All Adult residents have criminal record clearances. Facility is open Monday- Thursday from 8-5 PM and Friday's from 8 AM to 1:30 PM.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
LPAs observed current CPR/First Aid certificates which expire on 01/2024. LPAs discussed recent changes in licensing requirements, including the posting of licensing inspection notices and reports and Parent Notification Requirements. LPA reviewed five children’s files. LPAs observed fire drills were conducted at least once every six months and documented. LPAs observed that stairs leading to the second floor is barricaded with a safety gate.
LPAs discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee stated she only provides care to preschool age children and above.
