13 | At 10:30 a.m. on Tuesday, December 20, 2022, Licensing Program Analyst (LPA) Amanda Blesi met with Director/owner, Paolo Sarmiento, for the purpose of a complaint inspection and to deliver findings for a complaint that was opened on 10/18/22. The complaint alleges unqualified adults are caring for infants, facility operates out of ratio, director failed to follow posting requirements and staff mingle school age children with infants. During the investigation, LPA learned that on the morning of 10/18/22, staff #5 (Aid) and a trainee were left to supervise infants without a qualified staff present until Ms. Angie (qualified teacher) arrived. At approximately 8:45 am on 10/18/2022, LPA Blesi observed the facility out of ratio when staff #1 was alone on the playground supervising 8 toddlers and her co teacher was inside the building changing a child’s diaper. LPA also observed facility out of ratio when Ms. Angie and a trainnee were supervising seven infants. Interviews with staff and parents revealed that on occasion, school age children are brought over to the infant classroom early in the morning.
