On November 15, 2023 Licensing Program Analyst (LPA) Lea Habtom conducted a case management inspection for a citation issued on November 9, 2023. The purpose for today's inspection was to address the citation issued on November 9, 2023 regarding staff qualifications in the infant and toddler room. At the time of arrival there were 2 staff in the toddler room supervising 7 napping toddlers and 2 awake and 2 napping infants in the infant nap room supervised by 1 staff (S3). Once LPA Habtom completed the cenus the director, Paolo Sarmiento, arrived to the infant/toddler side. LPA Habtom reviewed transcripts for 1 staff (S2) in the toddler room and confirmed that the staff member has 6 units and is enrolled in the infant/toddler course. LPA Habtom notified the director Paolo that the program/curriculum course is missing and that the staff member needs to register for the class then submit a request for an exception. The other staff member (S1) has no Early Childhood Education units and is an aide in the toddler classroom. When LPA Habtom arrived at the facility, there was one staff member (S3) in the infant room supervising 4 infants, 2 awake and 2 napping, who does not have any Early Childhood Education units and is an aide. During the inspection, another staff member arrived to the infant side. The staff member (S4) was supervising the 2 awake infants removed from the infant nap room. LPA Habtom reviewed transcripts for staff member (S4) and determined that the staff member does not have any of the core Early Childhood Education courses including infant/toddler and is not enrolled for infant/toddler course therefore staff member (S4) is considered an aide. Around 3:55 pm staff member, aide, (S4) was supervising 3 awake infants in the infant play area.

Based on today's inspection LPA Habtom confirmed that the citation issued on November 9, 2023 for staff qualifications has not been cleared. Civil penalty assessed for a repeat violation. A notice of site visit provided. Appeal rights were provided.
