25 | At approximately 8:55am on 4/28/2023, Licensing Program Analyst (LPA) Matthew Gallo met with Licensee Jennifer Molini for the purpose of an unannounced required 1-year inspection. Licensee's 22-year old daughter, who is also her helper, was also present during the inspection. At the time of arrival, LPA observed no children as her program had yet to begin. By 9:05am 8 preschool children were present, all of which remained through the course of the inspection.
Licensee guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas include front yard, outdoor sheds, all bedrooms, master bedroom hallway, and bathroom at the end of the master bedroom hallway. Licensee acknowledged that children must never enter these areas. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Per Licensee, there are no weapons in the home. Toxic and hazardous items are inaccessible to children. Fireplace is barricaded to prevent access by children. There are no stairs in the home. Outdoor play space is fenced.
LPA observed two bodies of water on the property. One was a swimming pool that was properly barricaded per Title 22 regulations with a 5ft fence that does not obstruct view and features a self-latching gate that opens outward. The second was an irrigation canal that runs through the front yard. A steady stream of water roughly six inches deep was flowing in the canal upon arrival, and Licensee states that the water is released by the Placer County Water Authority for irrigation purposes in the surrounding area. Front yard is off-limits, but the gates on the sides of the house that would prevent access to the canal from the backyard play area do not meet Title 22 regulations. Further information about ownership and nature of the canal is required at this moment.
