At 10:40 a.m. Licensing Program Analyst (LPA) Amanda Blesi met with Director, Stai Thatcher, for the purpose of an unannounced 1 year required inspection. A COVID-19 risk assessment was conducted at the door prior to entering the facility. Upon arrival LPA observed 12 preschool children on the playground supervised by three staff. Director guided LPA on a tour of the facility. All individuals subject to criminal background review have obtained criminal record clearance.
A health and safety inspection was conducted in the classrooms, restrooms, food service areas, and outdoor play areas. LPA observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, menus, and daily schedule. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. Medications are stored, inaccessible to children. Director stated there are no poisons on the premises. Furniture and equipment are in good condition, and toileting facilities are in sanitary, and operating condition. Bins for solid waste in the kitchen have tight fitting lids. The floors appeared clean throughout the facility. Program provides Breakfast, lunch, and afternoon snacks.
There are functional water fountains indoors and outdoors. Children also have labeled water bottles. LPA observed full legal signatures while reviewing the sign in and sign out sheet. Playground equipment and surfaces are free of loose or sharp parts. LPA observed wood chip cushioning beneath the play structure. Outdoor shade is provided by trees and awnings. There are no firearms or bodies of water on the premises. There is a pond on the property next door and there is a 5 ft. wrought iron fence as a barricade. There was a gate that was observed to swing away from the pond and when tested was observed to self close and self latch. The carbon monoxide detector was built into the main fire alarm.
At 11:40 a.m., LPA reviewed staff files. At least one staff member present today has current Pediatric CPR and First Aid certification. LPA observed immunization records and documentation of the educational background, training, and/or experience. LPA observed updated AB 1207 Mandated Reporter training certificates. Director was advised that Mandated Reporter training must be renewed every two years and can be renewed at www.mandatedreporterca.com. (Report continues on 809-C)
