25 | On 10/19/2021 at 10:50am, Licensing Program Analyst (LPA) Destinee Hogue conducted a case management inspection with Director, Karen Wilson. A case management inspection is being conducted in response to the receipt of an unusual incident report (UIR) received from the facility. The UIR was received by the licensing agency on 09/02/2021. On 09/09/2021, an inspection was conducted by LPA Hogue. During the inspection on 09/09/2021, LPA interviewed staff and children, reviewed facility records, and conducted facility observations. During this inspection, LPA Hogue toured the facility inside and outside, took census of preschool children present on this date, verified facility associations, and discussed the following with Director, Karen Wilson.
On or about September 2, 2021, Director Karen Wilson received a phone call from a child's authorized representative stating their child(ren) disclosed another child(ren) placed their hands down his/her pants on more than one occasion. Ms. Wilson reported this allegedly occurred during recess after snack time (approximately between 11:00am - 11:30am) by the monkey bars, on unknown dates.
LPA Hogue interviewed pertinent parties and gathered the following information. There is conflicting information on who allegedly touched the child(ren) in question and whether the child(ren) was touched inside or outside his/her pants. According to interviews with staff, the child(ren) in question did not disclose being touched inappropriately by another child(ren). According to staff and LPA Hogue's observations, there is approximately 10 staff members present during outdoor play time. Allegedly the incident occurred at the monkey bars, however there is a staff member supervising the monkey bars at all times, and staff members did not observe the alleged child(ren) inappropriately touching another child(ren) in care.
Based on information gathered, there appears to be no violations of Title 22 Regulations found at this time. An exit interview was conducted and a copy of this report was provided to Director Karen Wilson.
No deficiencies were cited during this inspection and a Notice of Site Visit was issued and shall remain posted for 30 days.
