25 | Licensing Program Analyst (LPA), Carlos Martinez, arrived to follow up on several Unusual Incident Reports (UIR's) that were submitted to Licensing by the facility on January 28, 2020. LPA met with the Cecilia Payne, Director, to discuss incident.
According to Unusual Incident Reports, and per information gathered, LPA noted that Child #1 had been displaying disruptive behaviors since the child was admitted to the center, however, the Staff were working with the parent to ensure the child succeeded at school and in his new environment. LPA reviewed Child #1's file, and observed that the Staff had moved the child to other classrooms with hope that the child would benefit from the change of environment, and even held "informal meetings" in an attempt to curve and/or diminish the child's behaviors in the classroom. According to Payne, the Child's behaviors got progressively worse over the course of the year and he continued to act out, disrupting the chemistry of the classroom, and hitting any child in sight for no particular reason.
During this visit, LPA Martinez reviewed several "Ouch" Reports and UIR's that were dated from 10/30/19- 01/27/20. These reports entailed a pattern of behavior where Child #1 would hit, bite and pull other children's hair, but was not limited to the kids, since the Teachers/Staff would also fall victim to his behavior.
LPA determined that the facility took the necessary steps to ensure children safety. Based on the information obtained during the visit, there appears to be no violations of Title 22 Regulations pertaining to the reported incident.
An exit interview was conducted, and a copy of this report was provided.
