Licensing Program Analyst (LPA) Rachel Zeron conducted a complaint tele-inspection to deliver findings on the above complaint allegation, previous tele-inspections related to this investigation were conducted on December 22, 2020 and December 30, 2020 . Due to COVID-19, tele-inspections are being conducted in the place of in person visits when appropriate and/or necessary. LPA met with Angela Morway via Facetime and explained the purpose of the visit was to conclude this complaint investigation and deliver the findings.
During the investigation, LPA Zeron made virtual observations of the facility, reviewed numerous documents, conducted interviews with all relevant individuals pertinent to this investigation. It was alleged that children who attended the facility during the month of December 2020 personal rights’ were violated. It was alleged, that a staff member screamed and shoved children in the cafeteria.

LPA interviewed staff and children. During LPA interviews with staff, It was disclosed that staff raise their voices and/or turn out the lights to get the children's attention. Staff deny screaming at or shoving children, staff deny witnessing other staff members screaming at or shoving children. Staff give children verbal warnings to quiet down, when children don’t quite down, staff turn the lights off. A staff member is authoritative with children but not abusive. For discipline staff use verbal redirection.

During children interviews, it was disclosed that staff are nice to children. Children don’t feel intimidated or afraid of staff. Staff ask children to quiet down, when children don’t quiet down staff turn the lights off to get children to quiet down.

There were conflicting statements regarding a staff member screaming and shoving children in the cafeteria. Although the allegation may have happened or is valid, there is no preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegations are deemed UNSUBSTANTIATED at this time.

An exit interview was conducted via Facetime, Angela Morway, Director. LPA Zeron provided the applicant with a copy of this report via email. LPA asked the Applicant to acknowledge receipt of the email. An electronic “read receipt” was also attached. The electronic read receipt of the emailed report acknowledges receipt of this report. A signed copy of this report was requested back by email and will be filed with this complaint investigation.

A copy of this report was provided to the licensee on this date and must be made available to the public upon request for the next 3 years.
