Licensing Program Analyst (LPA), Ana Noble conducted an annual inspection as part of a compliance review and a change in capacity 15 to New Capacity of 17. LPA Noble met with Ileana Contreras, Lead Teacher. LPA Noble toured inside and outside of the facility was granted by Ms. Contreras. LPA took measurements of the NEW expanded classroom and observed and noted 3 Sinks and 2 Toilets: No children were present during this inspection.
· The following items were posted and updated where necessary:

· The facility is operating within the limits as stated on the license-No children present on this date.
· Ratios are were not observed during this inspection due to no children being present.
· Classrooms are adequately equipped with age and size appropriate furniture and equipment and free of hazards
· There are no weapons present at the facility as stated by Facility Representative.
· There are no accessible bodies of water present. All wading pools or similar product must be emptied immediately after use and stored in an upright position.
· Drinking water is provided in the indoor activity space with drinking fountain and in the outdoor activity space by water dispenser and disposable cups.
· Medications are stored where inaccessible to children in the office in a locked cabinet.

· Poisons and toxins are locked and inaccessible to children
· All floors were observed to be safe and clean.
· Bathrooms were observed to be safe, sanitary and in operating condition
· Playgrounds are enclosed by appropriate fences and free of hazards
· Outdoor activity areas are supplied with age and size appropriate equipment in good condition
· Food preparation area is clean, free of litter and rubbish and free of rodents and other vermin. The school district delivers meals and snacks daily. No food is prepared on site, only warmed if necessary.

· All storage containers for solid waste were observed to have tight-fitting covers that are kept on, and in good repair

· Disaster drills are conducted at least every six months – last drill was conducted on 5/1/2023.
A review of staff and children's records were conducted as part of this evaluation.
· Children’s records were found to be complete during this inspection.
· Staff record review indicates that all staff present meet minimum qualifications for the position for which they were hired.
· A staff member is present with current Pediatric CPR/First Aid which expires on 3/3/2025.
· Opening and closing staff member’s CPR/First Aid expires on 3/3/2025.
· Director completed Health and Safety Training
· A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.



For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP)

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

· CCC completed sampling but the test results are not yet available;
LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

The licensee/director was asked to update the following documents, if applicable, and submit to licensing within 30 days:

There are no deficiencies being cited at this time. LPA has determined there is sufficient space for 32 children in the Indoor Space and 30 Children in the Outdoor Space. The license will be submitted for approval for increase in capacity to the new capacity of 17 children. Limiting factor is the requested capacity of 17 children.

During the exit interview, the Ileana Contreras, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days.

An exit interview was conducted, and this report was reviewed with the facility representative, Ileana Contreras, Teacher/Site Supervisor. Appeal rights were discussed and provided during the exit interview.
