25 | On October 26, 2022 at 11:15 AM, Licensing Program Analyst (LPA) Andrea Taylor conducted a Case Management visit in response to information received from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). LPA Taylor met with Cynthia Berumen Site Manager (SM) who was informed of the reason for the visit.
Assembly Bill 2370, Chapter 676, Statutes of 2018, added Health and Safety Code section 1597.16 requiring all licensed Child Care Centers constructed before January 1, 2010, test their water for lead between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first lead testing.
During the visit, LPA Taylor toured the facility and observed the 1 sink identified as having high levels of lead. The sink is located a storage room next to infant room 20. The sink faucet and handles were removed as soon as school received the lead test results, even though the sink has not been used for any reason. The SM told LPA that the sink has not been used by anyone for years as it is in a storage room and all the classroom have sinks.
Interviews with staff revealed the sink is not used for staff or children for any reason. The sink is located in an area which has always been just a storage area. The sinks inside the classrooms are utilized for hand washing and bottled water is used for drinking.
An exit interview was conducted with SM. A copy of this report, appeal rights and a Notice of Site Visit was issued.
