Licensing Program Analyst (LPA) Corral conducted a required Annual Inspection on today’s date. Upon entrance to the Facility, there were 26 preschool children present in care with 3 teachers and 3 assistants providing care and supervision. A review of the Facility Personnel Report Summary on indicates all facility staff who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100 minimum per day and up to $500 maximum per day per person will be assessed if this regulation is violated.

A tour of the inside and outside of the facility was conducted with Director Kimberly Byers. Classrooms were observed to be equipped with age appropriate furniture and equipment was found to be in good condition, free of sharp, loose, or pointed edges. Items which could pose a danger to children (detergents, cleaning compounds, and medications) were stored out of the reach of children. Director stated Poisons/Hazardous items are not kept on the premises. Food preparation area was clean, food was stored appropriately and protected from contamination. All storage containers for solid waste were on and in good repair. Director was informed uncontaminated drinking water shall be readily available both indoors and outdoors. There is drinking water available to children indoors by cups and a water dispenser. Menus are posted where they can be reviewed by parents. The children's bathrooms, toilets and hand washing sinks were observed to be clean, sanitary and in good repair. The facility has conducted an emergency drill within the past six months and keeps documentation of drills. The facility has one working smoke detector, one working carbon monoxide detector and one functioning fire extinguisher. Facility meets all posting requirements. Director understands the Child Care Center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors.

The outdoor activity areas were also inspected for compliance. The outdoor activity was observed to be supplied with age and size appropriate equipment and in good condition. Playground was enclosed by appropriate fences and the surface of the outdoor activity space were free of hazards. The areas around and under the high climbing equipment such as slides, and similar equipment was observed to be cushioned with material to absorbs a fall. The Director was reminded to ensure facility is free of flies, other insects and rodents. There are no bodies of water present on on-site, Director was informed all wading pools or similar product must be emptied immediately after use and stored in an upright position. Hazardous items were not observed on site.

During today’s inspection, LPA Corral also conducted Record Review of Staff and Children Files. Each Staff’s files contain the required documentation. Director’s Pediatric CPR/First Aid expires on 06/2023. Director's Mandated Child Abuse Reporter training expires on 07/09/2023. Review of staff records also contains proof of Staff who are immunized against influenza, pertussis, and measles. Children files were reviewed by LPA and Director via Child Plus Application, online forms. Each child’s file contains the required identification and emergency information and medical assessment.

Director understands all personnel, including Administrator and Volunteers, shall be in good health and shall be physically and mentally capable of performing assigned tasks. Director was informed that Personnel who pose a threat to the health and safety of children shall be relieved of their duties. All personnel shall be given on-the-job training or shall have related experience that demonstrates knowledge of duties performed. The Director was reminded not to exceed the conditions, limitations and capacity specified on the license. Director was also informed to ensure each child is accorded a safe, healthful and comfortable accommodations, furnishings and equipment to meet the child's needs.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the Safe Sleep Regulations and the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was reminded a request to transfer, associate/disassociate individuals can be submitted to Associations_Disassociations862@dss.ca.gov. Director was also informed of their Reporting Requirements, Unusual Incident Reporting inbox was provided UnusualIncidentReportsDO09@dss.ca.gov. Lastly, Director was informed the Duty Officer is available to answer questions Monday – Friday from 8:00am to 5:00pm at (951)782-4200.

Based on Today’s inspection, Facility was found to be in Compliance of Title 22 California Code of Regulations.

Exit interview was conducted and Evaluation Report was reviewed with Director Kimberly Byers. A Notice of Site Visit was provided, Director was reminded it must remain posted for 30 days.
