32 | Licensee left a child in their diaper that had feces in it, for over an hour. Licensee pulled a child’s hair in the back, pulling the child down to the ground.
During interviews, licensee denies mocking children when they are doing their school work, per licensee she tries to encourage the children to do their work independently. Licensee denies ever placing a child in the off limits garage, per licensee there is a on limits children rest room near the garage, children are not allowed in the garage. Licensee denies grabbing a child by the back of their neck. Licensee denies pushing a bottle in the mouth of a child to keep the child from crying. Licensee denies leaving a child in a soiled diaper. Per licensee she change diapers every two hours or whenever children soil their diapers. Licensee denies pulling children hair, per Licensee she combs and styles children hair from time to time, but if they state it hurt she stop.
During interviews with other pertinent parties, it was disclosed that the Licensee is great with the children, for discipline she uses time out. Licensee is attentive to the needs of children in her care. Licensee combs and styles children hair. Licensee’s garage is off limits, and children have not been observed in the garage. Licensee change infant diapers frequently, infant diapers are not soiled. Licensee encourages children to do their school work.
During children interviews, LPA received conflicting information, it was disclosed that Licensee raises her voice towards day care children. In contrast licensee is nice to the day care children, for discipline licensee uses time out. Children are not allowed to go in the garage, children have not observed other children in the garage. Licensee combs and styles children hair. Licensee change children diapers. Licensee help children with their school work.
Due to conflicting statements and licensee’s history of complaints alleging she violated children’s personal rights, LPA cannot determine if licensee violated children’s personal rights by speaking to day care children inappropriately, using inappropriate forms of discipline, failing to treat children with dignity and respect and not addressing a child's diapering needs. Although the allegations may have happened or is valid, there is no preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are deemed unsubstantiated at this time.
