25 | Report Amended October 15, 2020. On October 14, 2020 due to COVID-19, Licensing Program Analyst (LPA) Sharleen Robinson conducted a Case Management visit to follow up on an unusual incident that was submitted by the licensee on October 7, 2020. LPA met with licensee Deborah Morgan Via Zoom (Licensee don't have access to Microsoft teams) to discuss the reported incident. There were 10 children in care. LPA conducted interviews with all staff and licensee and day care child(ren). Licensee toured LPA through the facility, inside and out.
Licensee self reported the following; on or about October 9, 2020 Licensee spoke with Parent #1 who told licensee Child #1 said Staff #1 touched their private area, Parent #1 observed slight bruising on Child # 1 upper leg. Licensee explained that it is facility policy for staff to assist children who need help with wiping their private areas after bathroom use. Staff also help children pull up their underwear and clothing after bathroom use, if they need assistance.
Licensee conducted her own investigation, licensee conducted interviews with staff. Licensee learned on or about October 8, 2020 Child #1 and other day care children were playing on a teeter-totter, Licensee learned that the bruising could have happened as a result of Child #1 playing on the teeter-totter.
LPA Learned Child #1 remains enrolled at the facility, medical attention was not sought for the child (Parent was advised to seek medical attention). During children interviews, children did not disclose having their private parts touched by staff. During staff interviews, staff disclosed they have not touched a child(ren) private parts. Staff have assisted children who required assistance with pulling up their clothing or wiping their private parts after bathroom use. It is facility policy for the bathroom door to remain open, when children receive assistance from staff. See LIC809C for the remainder of the report |
