32 | LPA conducted Confidential interviews with staff on November 22, 2019 and November 25, 2019, indicate the following: One staff stated in their confidential interview, that the individual staff witnessed a director spoke "harshly" to a day-care child on 11/04/2019, however, the child was not yelled at. During a confidential interview conducted with another staff member, it was stated that the staff member did not witness any incidents of yelling on 11/04/2019, nor has that individual staff witnessed yelling on any other occasion.
11/25/2019 LPA S.Brewer, observed meeting minutes from the Early Childhood Development Board (ECD). The board meeting minutes document the incident on 11/04/2019, a staff yelled at a child who was sitting on the floor in front of her.
Based on the LPAs observations and interviews, that were conducted, staff witnessed the director speaking "harshly", but not "yell" and added that this was more of a stern voice.
Although the allegation regarding personal rights, in which staff are speaking inappropriately to children, may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.
An exit interview was conducted, and a copy of this report was issued to the Director Lilah Wheeler.
A Notice of Site Visit was issued.
