On December 14, 2023, at 08:52 am, Licensing Program Analyst (LPA), Courtnee Peebles arrived unannounced to CRAYON RANCH CHILD CARE CENTER (CCC) and met with director, Brittney Marnell to investigate the allegation listed above. On December 14, 2023, at 08:52 am, LPA conducted a tour and census of the CCC. During the investigation, LPA conducted confidential interviews with 3 staff (D,S1,S2).

On December 1, 2023, a complaint was received with multiple allegations stating the CCC Child's personal rights were violated, and facility isn’t following their plan of operation. On November 28, 2023, LPA delivered investigative findings to the CCC for violating personal rights and reporting requirements. During that investigation it was revealed that C1 becomes physical causing bite marks, bruises, red marks and other minor injuries. D informed LPA Peebles C1 would get more one on one practice with staff and a written plan of correction was provided to LPA Peebles on 12/06/2023. Confidential interviews were held, and 2 of 3 interviews disclosed that C1 has not been receiving one on one with staff in order to maintain the health and safety of the other children in care. Record review revealed CCC staff are not abiding by their plan of operation, specifically the unacceptable behavior policy “three strike policy.” Three of three interviews revealed multiple parents were not receiving injury reports when minor injuries occurred. On multiple occasions C2 and C3 have gone home with bite marks and red marks sustained by C1 that was not reported.

Based on confidential interviews conducted during the investigation, the preponderance of evidence standard has been met and the allegations that Child's personal rights were violated, and facility isn’t following their Plan of Operation have been made substantiated. A copy of this report and appeal rights were given and explained to Director Brittney Marnell.
