On December 16, 2020 at 9:10 AM, Licensing Program Analysts (LPA’s) LaKesha Edwards and Patricia Berry arrived at the facility unannounced to conduct A required – 1 year inspection and due to the Licensee requesting to increase capacity of the Preschool Program from 72 to 80 for the ages of 2 to 6 years old/Kindergarten. Fire Clearance was granted on 10/23/2020. LPA’s met with Brittany Walker (Director), toured the center, inside and out. Days and Hours of Operations Are: Monday to Friday, 6:30 AM to 6:00 PM. The following was observed: A census of 32 preschool age children and 4 staff

The following measurements were taken:
Preschool Indoor Activity Areas

Toddler Butterfly Room: 294 divided by 35 = 8 Children

Preschool Outdoor Activity Area :
Toddler Butterfly Playground 1: 832 divided 75 = 11 Toddlers
Toddler Butterfly Playground 2: 122.6 x 19.6=2,406.96 (encumbered storage cabinet space) 7.7 x 9.10= 70.07. Total activity space available to the toddlers is 2406.96- 70.07= 2332.9 divided 75=31 Children

There will be no toileting in the Toddler Butterfly room since these are toddlers that are not yet potty trained.

LPA’s has determined that there is sufficient space to accommodate an additional 8 children for the toddler program in the Butterfly room. The facility is currently licensed for 72 children for the preschool, Classroom #A ,#B & C for a total of 80 children.
· A review of staff records (those present during this inspection) and a review of a sampling of children's records was conducted as part of this evaluation. See Confidential Names List (LIC811)

· There are no accessible bodies of water present. All wading pools or similar product must be emptied immediately after use and stored in an upright position.
· Medications were not stored where inaccessible to children, (see 809-D)
· Hazards are stored where inaccessible to children which includes: disinfectants, cleaning solutions and other items that are dangerous to children
· Poisons and toxins are locked
· Bathrooms were observed to be safe, sanitary and in operating condition
· Playgrounds are enclosed by appropriate fences and free of hazards
· Outdoor activity areas are supplied with age and size appropriate equipment in good condition
· Food preparation area is clean, free of litter, rubbish and free of rodents and other vermin
· Food is stored appropriately and protected from contamination
· All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair.
· Uncontaminated drinking water shall be readily available both indoors and out
· The areas around or under high climbing equipment, swings, slides, and similar equipment shall be cushioned with material that absorbs a fall
· Menus are posted at least one week in advance and kept on file for 30 days
· There is a properly rated Fire extinguisher, smoke detector and carbon monoxide detector in good working order
· Sign in/Sign out record was reviewed and meets regulation requirements
· A Staff member is present with current Pediatric CPR/First Aid which expires on 08/13/2021
· Opening staff Stephanie Koncz CPR expires on 08/13/2021 and closing staff member’s Yvonne Huizar CPR/First Aid expires on 03/07/2022.
· Director completed Health and Safety Training on file.

· A review of staff records on 12/16/2020 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

Licensed providers have access to a document regarding lead toxicity prevention created in partnership with the California Department of Public Health (CDPH) to provide to parents/guardians of newly enrolled or reenrolled children with information on the following:
· Risks and effects of lead exposure
· Blood lead testing recommendations and requirements
· Options for obtaining blood lead testing, including any programs that offer free or discounted tests
This printable document (Lead Poisoning Facts) is located here as well as on the Child Care Licensing website. The bill also requires that that the Department add instruction on the prevention of lead exposure to the Preventative Health and Safety Training curriculum for providers licensed on or after July 1, 2020. Finally, it requires that all Child Care Centers, operating in a building constructed before January 1, 2010, shall have their drinking water tested for excessive lead levels, on or after January 1, 2020, but no later than January 1, 2023. Child Care Centers must thereafter test their drinking water every five years after the date of the initial test. The Department must adopt regulations in consultation with the State Water Resources Control Board for the implementation of the requirements for the testing of drinking water for lead in Child Care Centers by January 1, 2021. The regulations shall include requirements to ensure the collection and submission of valid water samples.

v AB605 – Child day care facilities, birth to school-age license; Effective January 1, 2021 - An act amending Sections 1596.76, 1596.955 and 1596.956 and adding Section 1596.951 to the Health and Safety Code to address requirements for a single license and extend the period for possible participation in the toddler programs. It requires the California Department of Social Services, in consultation with stakeholders, to adopt regulations on or before January 1, 2021, to create a Child Care Center license to serve infant, toddler, preschool, and school-age children. Based on observations, LPA's observed in one of the preschool classrooms, a medication of diaper rash on the counter where potentially accessible to children. Children were on the other side of the room. This poses a potential risk to the Health & Safety of children in care.

AB2960 – Child care and development services, online portal – Effective June 20, 2022 - This bill requires the State Superintendent of Public Instruction (SSPI), within the California Department of Education (CDE), to develop and post on CDE's website a comprehensive child care and development services online portal for families and providers by June 30, 2022. Further, the bill would require the SSPI to submit a report to the Legislature by January 1, 2021, proposing plans for enhancements to the online portal and inclusive of a comprehensive implementation plan, based on recommendations from the workgroup.Access & Regulations for a Child Care Center are online at www.ccld.ca.gov. Prior to licensure the following areas/documents must be corrected/submitted:


1. Submit photos of the Butterfly Toddler Room cleaned from all boxes and storage items. Changing table, cubby for children's items, area rugs, etc. A tele-inspection will also be conducted to verify room is set up for proper use.
2. Playground 1 & 2 for the Butterfly Toddler outdoor area will be cleaned from mud debris and all toys will be cleaned and sanitary for use by the children.

Once all corrections have been made, with proof sent to licensing, the application for a increase in capacity will be submitted for approval with a maximum capacity of 80. As agreed upon by the licensee, all corrections are due within 30 days. If not received within 30 days from the date of this report, the application may be withdrawn and the license will remain at a capacity of 72.
An exit interview was conducted and during the interview, the Director, Brittany Walker confirmed that there are no Registered Sex Offenders living in the facility and/or using the facility address for their mailing address.

A NOTICE OF SITE VISIT WAS ISSUED AND LPA VERIFIED THAT IT WAS POSTED IN A PROMINENT LOCATION AT THE FACILITY BEFORE LEAVING. THE LICENSEE UNDERSTANDS THAT IT MUST REMAIN POSTED FOR THE NEXT 30 DAYS.

Appeal rights were provided and discussed. This report must be available for review, upon request, for the next 3 years.
