On June 2, 2023, Licensing Program Analyst (LPA) Lorena Valenzuela conducted an unannounced visit and met with Licensee, Maria Vasquez and Assistant, Manuel Vasquez to deliver the findings of the above allegations.
On April 4, 2023, at 8:25 am, LPA Lorena Valenzuela conducted a health and safety inspection of the facility, and no immediate concerns were noted. Copies of children’s roster, and other facility documents were obtained. Interviews were conducted with licensee, assistant #1, and three parents/authorized representatives.
On March 28, 2023, the Department received information that unqualified adults are providing care and supervision of daycare children. It was also reported licensee is allowing daycare children to be left in car seats for extended periods of time while in the home. It was additionally reported that licensee is using an inappropriate feed technique and feeds children while they are in the car seats.
Confidential interviews reviewed revealed only the Licensee and Assistant provide care and supervision to children in care. Information received indicated a family member, Adult #1 (A1), visits the home periodically but does not provide care and supervision to the children in care.

Regarding the allegation that licensee allows daycare children to be left in car seats for extended periods of time, witness interviews revealed that they have observed children to be in car seats on at least two occasions and for at least a minute, while in the home. However, it is unclear if children were left in the car seat for extended periods of time. Other witness interviews revealed they have not observed children in car seats at the day care home.
Regarding the allegation licensee is using an inappropriate feed technique for daycare children, it was reported children in care are being fed while in the car seat. Interviews revealed that when parents drop off children in car seats the licensee immediately takes the child out of the car seat. Additional interviews revealed neither licensee nor assistant feed children while the child is in the car seat.
Based on interviews and records review, the allegations unqualified adults are providing care and supervision of daycare children, licensee is allowing daycare children to be left in car seats for extended periods of time, and licensee is using an inappropriate feed technique for daycare children, may have occurred, however is not supported or proven by evidence. Therefore, the allegations are unsubstantiated at this time. A copy of this report, appeal rights and Notice of Site Visit were provided to licensee, Maria Vasquez.
The Notice of Site Visit was posted by the licensee prior to LPA leaving the facility and the licensee was reminded this notice must be posted for 30 days.
