13 | On April 18, 2025, at approximately 1:30 PM, Licensing Program Analyst (LPA) Courtnee Peebles conducted an unannounced inspection at Children’s Lighthouse and met with Co-Director Michelle Rubalcaba. The purpose of the inspection was to deliver findings regarding the previously reported allegation.The investigation included a facility inspection and confidential interviews conducted on April 8, 2025. Additionally, LPA interviewed one staff member and the Reporting Party.
On April 3, 2025, the Department received a complaint alleging that, due to a lack of supervision, a child in care was inappropriately touched by another child. More specifically, the allegation stated that approximately five to seven years ago, a child was inappropriately touched by other children in care and was also forced to inappropriately touch other children.According to staff interviews, records older than three years are placed in a storage room, where they are later shredded by an external company. Per Title 22 regulations, childcare facilities are required to retain all children’s records for a minimum of three years, a standard with which the facility has complied.Furthermore, LPA was unable to obtain specific details such as dates, times, ages, or |
